Abstract

The tropical forests of Oceania are an enduring source of concern for indigenous communities, for the migrants who move to them, for the states that encompass them within their borders, for the multilateral institutions and aid agencies, and for the non-governmental organisations that focus on their conservation. Grounded in the perspective of political ecology, contributors to this volume approach forests as socially alive spaces produced by a confluence of local histories and global circulations. In doing so, they collectively explore the multiple ways in which these forests come into view and therefore into being. Exploring the local dynamics within and around these forests provides an insight into regional issues that have global resonance. Intertwined as they are with cosmological beliefs and livelihoods, as sites of biodiversity and Western desire, these forests have been and are still being transformed by the interaction of foreign and local entities. Focusing on case studies from Papua New Guinea, the Solomon Islands and the Gambier Islands, this volume brings new perspectives on how Pacific Islanders continue to creatively engage with the various processes at play in and around their forests.

Abstract

Environmental issues and questions of global change are now firmly established on the international political agenda. This book provides a wide-ranging survey of the current treatment of environmental issues in international relations. This book begins by looking at the relevance of the different theoretical approaches current in international relations to the study of the environment. It analyzses a wide range of approaches from the debate between neo-realism and liberal institutionalism to the significant connections between gender and global environmental change. The book goes on to consider a range of key international processes, discussing the monitoring and implementation of environmental agreements, the place of ideology in negotiations and the role of international organisations.

Abstract

Environmental Change in South-East Asia brings together scholars, journalists, consultants and NGO activists to explore the interaction of people, politics and ecology. Ostensibly "green" activities - plantation forestry, eco-tourism, hydro-electricity - are revealed as guises used by elites to promote their own political and economic interests. Highlighting fatal flaws in presently exclusive economic and ecological approaches, the authors stress that neither the quest for sustainable development nor the process of environmental change itself can be understood without reference to political processes.

Abstract

Nombre d'économistes et de géographes contestent la pertinence des Sciences de la Nature dans les études de Développement. Pour beaucoup le concept de tropicalité n'a guère de réalité. Et pourtant la spécificité du monde intertropical est d'une évidence troublante : un "Monde sans hiver" (1993) du botaniste Francis HALLÉ vient de le rappeler avec bon sens. Le domaine tropical regroupe plus de 65 % de la population mondiale et la majorité des pays pauvres sur 40 % des terres émergées. La plupart des ressources fossiles (charbon, pétrole, métaux) se sont élaborées en conditions tropicales. Le monde tropical concerne donc tous les hommes. En privilégiant les études de terrain et l'intérêt des marqueurs de l'évolution des milieux, les auteurs montrent l'infinie variété des environnements tropicaux et des comportements. Mais la déstabilisation anthropique des milieux s'est accélérée au cours du XXe siècle. Sont mis en évidence les enregistreurs et les indicateurs des évolutions à court et à long terme : milieux de dépôts, indicateurs des sols et de la végétation, ressources en eau, crises climatiques et rurales, littoraux et montagnes. Cette vision résolument géographique et à long terne s'oppose à une vision économiste et à courte vue, imposée par le système financier mondial. La gestion de notre Environnement devrait-elle se soumettre aux stratégies de Développement comme le suggèrent certaines conclusions du Sommet de Rio ? L'homme a peu à peu domestiqué les paysages tropicaux, sans pour autant gommer leur spécificité. Notre environnement s'adapte en permanence, avec ou sans l'Homme, depuis des millions d'années. Si l'Homme veut conserver sa place, il ne doit pas se laisser entraîner par l'utopie d'un "possibilisme" régi par les intérêts immédiats des pays riches. Plus que jamais Environnement et Développement sont liés. En effet la croissance démographique des pays tropicaux et ses conséquences pour la survie de l'Humanité dépendront d'une gestion à long terme de notre environnement, d'une conception en mosaïques des aménagements et de la sauvegarde des ressources peu renouvelables.

Abstract

Rabies is an ancient zoonotic viral disease that still exerts a high impact on human and animal health. The disease is almost 100% fatal after clinical signs appear, and it kills tens of thousands of people per year worldwide, particularly in Africa and many parts of Asia. Although the disease in humans can be prevented by timely post-exposure prophylaxis, its access and affordability is limited in rabies endemic countries. With 99% of infections in humans caused by rabid domestic dog bites, controlling the infection in this reservoir population has been proven to be most effective to reduce and eliminate human rabies cases. In this context, this Research Topic invited contributions on the control and elimination of dog mediated human rabies. Publications on epidemiological, educational, policy-related and economic aspects of dog and human rabies surveillance, implementation of control in dogs and humans and scientific documentation of success stories were consolidated. We hope that these articles contribute to reaching the ambitious goal, set by key players in global health, of the elimination of dog mediated human rabies by 2030.

Abstract

The study examines the predictability during the extratropical transition (ET) of tropical cyclones using the THORPEX Interactive Grand Global Ensemble (TIGGE), a multimodel ensemble prediction system (EPS). It is shown that TIGGE exhibits more possible development scenarios than a single EPS. By analysing the eddy kinetic energy budget of forecast scenarios for two ET cases, extracted from an EPS, the impact of the transitioning tropical cyclones on the midlatitude flow is studied in detail.

Par les karsts des “Pays extrêmes”, on entend là ceux qui connaissent des situations exceptionnelles sur la planète, notamment par leurs caractéristiques climatiques - froid intense, pluviosité abondante ou au contraire sécheresse drastique Les travaux sur ces questions sont rares. Pourtant, dans ces “Pays extrêmes”, les karsts sont présents, avec (presque) toutes leurs caractéristiques - dolines, grottes, réseaux souterrains -, mais aussi leurs spécificités originales. Les géomorphologues, les géologues et les spéléologues y trouveront matière à intérêt pour leurs éventuelles missions et expéditions. Quant aux simples curieux, ils pourront, ne fut-ce qu'à travers les figures et les illustrations, trouver dans ces pages matière à rêverie.
