Abstract

Human development has made remarkable social and economic progress possible for most of us but has also entailed a range of serious impacts on natural resources, local communities and the economy at multiple scales. Thus, achieving sustainable territorial management that combines healthy and prosperous societies with the long-term maintenance of biodiversity and productive ecosystem services remains the biggest challenge of our modern world. This Special Issue seeks to collect a coherent set of studies on techniques and experiences (case studies) aimed at increasing the environmental, social, economic &/or institutional sustainability of landscapes and seascapes from a range of geographic and socioeconomic contexts. Ten case studies representing urban areas, rural areas (chiefly protected areas) and coastal areas from four countries in Europe and Asia by internationally renowned authors are shown.

Abstract

Universities are increasingly expected to be at the heart of networked structures contributing to society in meaningful and measurable ways through research, the teaching and development of experts, and knowledge innovation. While there is nothing new in universities’ links with industry, what is recent is their role as territorial actors. It is government policy in many countries that universities - and in some countries national laboratories - stimulate regional or local economic development. Universities, Innovation and the Economy explores the implications of this expectation. Abstract

Mobilités, fluidités… libertés ? Nous nous déplaçons plus, plus vile et plus loin. Ces tendances lourdes interrogent les sciences sociales à plus d'un titre : la croissance des déplacements est-elle le reflet d'une transformation de la spatialisation des sociétés ? Est-elle la manifestation d'une fluidification sociale réductrice des inégalités ou, au contraire, serait-elle le signe de l'émergence de nouvelles formes de différentiations sociales fondées sur le potentiel de mobilité des acteurs ? Le présent ouvrage propose de saisir ces questions en abordant diverses facettes de la mobilité, de ses effets territoriaux et sociétaux. Les douze contributions recueillies sont autant de regards croisés, qui suggèrent que l'accroissement des mobilités spatiales va de pair avec une réticularisation des relations sociales et le développement de nouvelles formes d'inégalités sociales. Valeur autant que pratique, la mobilité spatiale ne serait- elle pas devenue une ressource centrale dans la construction de la position sociale ? Abstract

Alors qu’il s’agit d’un terme clé pour les géographes, « l’espace » a connu dans les sciences historiques et politiques une longue période de quarantaine en Allemagne depuis 1945. Tabou depuis le nazisme, le terme a gardé des relents de revendication nationaliste, en particulier dans l’intérêt récent pour la géopolitique. Or, les sciences historiques et sociales sont affectées depuis une dizaine d’années par un net regain d’intérêt pour l’espace et pour la dimension spatiale des processus et phénomènes qu’elles étudient. C’est là l’une des conséquences de la remise en cause de la pertinence de l’échelle de l’État-nation comme cadre d’analyse. Parce que l’Allemagne présente des particularités dans l’emboîtement et l’interdépendance des différentes échelles spatiales d’exercice du pouvoir, notamment des échelles nationale et régionale qui sont elles-mêmes le produit de l’histoire allemande, elle offre un terrain privilégié pour l’étude de l’articulation de l’espace territorial et des espaces d’exercice du pouvoir. Croisant des approches micro et macro, cet ouvrage rend compte du dialogue de plusieurs disciplines (histoire, science politique, sociologie, études germaniques, géographie) sur les mutations qu’ont connues et que connaissent les espaces d’exercice du pouvoir en Allemagne. Il propose un regard pluridisciplinaire et une réflexion fondée sur les derniers développements de la recherche.

Abstract

Abstract

Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

Abstract

This chapter provides a thorough investigation of the modes by which the sanitary administration coevolved coherently with and inseparably from the Spanish state’s modern transport-communication and economic-industrial infrastructures throughout the nineteenth century. It also investigates examines how quarantine institutions functioned as sanitary gateways or entry checkpoints at borders, physically marking and consolidating while protecting the national territorial space. The paper traces the ideas underpinning the configuration and development of the sanitary network on Spanish national territory, which occurred unevenly – with the most evolved parts depending on certain strategic ports and on links with the railway transport infrastructure that was still under construction. It also suggests that the gradual relaxation of quarantine in liberal Spain was periodically called into question by economic and political policies that defined the relation between the coastal and inland regions of the country.

Abstract

[English]: Between 5th and 8th September 2018 the tenth edition of the INPUT conference took place in Viterbo, guests of the beautiful setting of the University of Tuscia and its DAFNE Department. INPUT is managed by an informal group of Italian academic researchers working in many fields related to the exploitation of informatics in planning.This Tenth Edition pursed multiple objectives with a holistic, boundary-less character, to face the complexity of today socio-ecological systems following a systemic approach aimed to problem solving. In particular, the Conference will aim to present the state of art of modeling approaches employed in urban and territorial planning in national and international contexts. Moreover, the conference has hosted a Geodesign workshop, by Carl Steinitz (Harvard Graduate School of Design) and Hrishi Ballal (on skype), Tess Canfield, Michele Campagna. Finally, on the last day of the conference, took place the QGIS hackfest, in which over 20 free software developers from all over Italy discussed the latest news and updates from the QGIS network. The acronym INPUT was born as INformatics for Urban and Regional Planning. In the transition to graphics, unintentionally, the first term was transformed into “Innovation”, with a fine example of serendipity, in which a small mistake turns into something new and intriguing. The opportunity is taken to propose to the organizers and the scientific committee of the next appointment to formalize this change of the acronym. This 10th edition was focused on Environmental and Territorial Modeling for planning and design. It has been considered a fundamental theme, especially in relation to the issue of environmental sustainability, which requires a rigorous and in-depth analysis of processes, a theme which can be satisfied by the territorial information systems and, above all, by modeling simulation of processes.In this topic, models are useful with the managerial approach, to highlight the many aspects of complex city and landscape systems. Durante mucho tiempo se han considerado como un hito esencial en la historia del imperio hispanoamericano la muerte del último Habsburgo a finales del siglo xviii y la llegada al trono de los Borbones a inicios de la centuria siguiente. Como ya, en no pocos aspectos, la realidad de las provincias americanas se estaba autonomizando de los procesos de la Península, ese cambio sucedió para ellas en un contexto de dinámicas propias y de evoluciones a veces notables aunque en general mal conocidas, con las que tuvo que contar el gobierno español cuando inició las primeras reformas que prefiguraban las de la segunda mitad del siglo. Los estudios aquí reunidos tratan de esas temáticas en una perspectiva comparativa en la que resaltan las semejanzas y los procesos de diferenciación de los dos virreinatos.

Entre los océanos Atlántico y Pacífico, el Istmo mexicano presenta una paradoja: la región geopolítica evocada de manera recurrente por políticos y planificadores, contrasta con la dificultad de identificar una región unificada y con la existencia de diferentes "istmos". Los ensayos aquí reunidos consideran al Istmo mexicano no como un "hecho" regional, establecido e intangible, sino como un escenario de procesos múltiples y diversos, paralelos o encontrados, de construcción y recomposición territorial, política y cultural. Invitamos al lector de este libro a adentrarse en las historias y desventuras de los sucesivos planes de comunicación y reorganización espacial del Istmo y a observar los constantes desfases entre las propuestas derivadas de los poderes económico y político que desde la época y colonial han intentado crear dispositivos de ordenamiento y control territorial y, por otro lado, las lógicas y organizaciones espaciales de las sociedades locales. Los colaboradores de este libro son investigadores formados en distintas disciplinas (antropología, geografía, sociología, historia y agroeconomía) y laboran en diferentes instituciones de investigación nacionales (CIESAS, INAH, UNAM, UPN) y extranjeras (IRD, Universidad de París 8/CREDAL y Universidad de París 7/CNRS).
