Abstract

The number of students entering into Higher Education (HE) continues to grow and as such the sector now stands at the threshold of a major shift in its philosophy. No longer does the academic prerogative belong to a generation who valued learning for the sake of enlightenment. Many contemporary undergraduate students enter their programmes of study with a primary desire to improve their position on the subsequent employability market. Universities have been quick to meet this need and institutional offerings have followed suit, enabling students to gain experience in a range of additional and subsidiary programmes that focus on the provision of 'value added' benefits. Here, students are encouraged to develop expertise in a range of topics from entrepreneurship and enterprise to intellectual property and even leadership skills. The first round of casualties that fall victim to such a shift are those programmes of study embedded within the humanities. As is evidenced by the falling numbers of enrolling students, the incoming cohort is less likely now to engage with such programmes, while participation in programmes that have a clear employability component has never been so high. To ensure that the HE sector continues to enable graduates to become effective citizens who contribute to the betterment of society a range of general questions need to be addressed. What does it mean to be an ‘authentic' university in the modern era? What are the real student expectations of HE and how are education providers framing and meeting these expectations? Is a new breed of academic leadership needed that will both meet the expectations of the students and guide the aspirations of academic staff? Finally, do we need an opportunity to reflect on the effective design and delivery of curriculum? Should the undergraduate student body play more of a role in the design of the curriculum or should the undergraduate student body play more of a role in the design of the curriculum or should they remain the recipients of a programme that has been designed by subject specialists? The scope of this book is wide but it brings the design and delivery of higher education programmes under the empirical gaze of educational psychology. That is to say, all chapters centre on the impact of higher educational programmes on the student-teacher relationship, student learning, achievement and identity. It is therefore crucial to explore the psychological impact of higher education institutions and how these can then be used to inform innovative educational practice and policy.

Abstract

This open access book discusses individual, collective, and institutional responsibilities with regard to vaccination from the perspective of philosophy and public health ethics. It addresses the issue of what it means for a collective to be morally responsible for the realisation of herd immunity and what the implications of collective responsibility are for individual and institutional responsibilities. The first chapter introduces some key concepts in the vaccination debate, such as ‘herd immunity’, ‘public goods’, and ‘vaccine refusal’; and explains why failure to vaccinate raises certain ethical issues. The second chapter analyses, from a philosophical perspective, the relationship between individual, collective, and institutional responsibilities with regard to the realisation of herd immunity. The third chapter is about the principle of least restrictive alternative in public health ethics and its implications for vaccination policies. Finally, the fourth chapter presents an ethical argument for unqualified compulsory vaccination, i.e. for compulsory vaccination that does not allow for any conscientious objection. The book would appeal both philosophers interested in public health ethics and the general public interested in the philosophical underpinning of different arguments about our moral obligations with regard to vaccination.

"This book inquires into the use of prediction at the intersection of politics and academia, and reflects upon the implications of future-oriented policymaking across different fields. The volume focuses on the key intricacies and fallacies of prevision in a time of complexity, uncertainty and unpredictability. The first part of the book discusses different academic perspectives and contributions to future-oriented policymaking. The second part discusses the role of future knowledge in decision-making across different empirical issues such as climate, health, finance, bio- and nuclear weapons, civil war, and crime. It analyses how prediction is integrated into public policy and governance, and how in return governance structures influence the making of knowledge about the future. Contributors integrate two analytical dimensions in their chapters– the epistemology of prevision and the political and ethical implications of prevision. In this way, the volume contributes to a better understanding of the complex interaction and feedback loops between the processes of creating knowledge about the future and the application of this future knowledge in public policy and governance. Abstract

This outlook provides a focused assessment of the state of public capital in the major European countries and identifies areas where public investment could contribute more to stable and sustainable growth. A European Public Investment Outlook brings together contributions from a range of international authors from diverse intellectual and professional backgrounds, providing a valuable resource for the policy-making community in Europe to feed their discussion on public investment. The volume both offers sector-specific advice and highlights larger areas which should be prioritized in the policy debate (from transport to social capital, R&D and the environment).The Outlook is structured into two parts: the chapters of Part I respectively explore public investment trends in France, Germany, Italy, Spain and Europe as a whole, and illuminate how the legacy of the 2008 Global Financial Crisis is one of insufficient public investment. Abstract

Romania is an active player in various international higher education areas, while undergoing a series of higher education reforms within its national framework. The Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania project was implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in the timeframe February 2012 – February 2014, being co-financed by the European Social Fund through the Operational Programme “Administrative Capacity Development”. The project aimed to increase the capacity of public administration for evidence-based policy making in the field of higher education, while focusing on good practices at international level and impact assessment. With the contribution of the national and international experts, the project has generated a number of analysis and studies on the existing higher education public policies (quality assurance, internationalisation, equity, data collection, the Bologna Process, financing of higher education). Based on the results of the project, the book will reunite a number of policy research articles which would tap into the innovative aspects of the project's activities and provide a concise overview of what good practices can be drawn from the empirical research conducted in this project. The book will therefore aim to improve the information on Romanian higher education reforms, as well as on the concrete evidence-based policy proposals which could be transformed into future policy solutions in the Romanian higher education system.

Abstract

This open access book is an encyclopaedic analysis of the current and future energy system of the world’s most populous country and second biggest economy. What happens in China impacts the planet. In the past 40 years China has achieved one of the most remarkable economic growth rates in history. Its GDP has risen by a factor of 65, enabling 850,000 people to rise out of poverty. Growth on this scale comes with consequences. China is the world’s biggest consumer of primary energy and the world’s biggest emitter of CO2 emissions. Creating a prosperous and harmonious society that delivers economic growth and a high quality of life for all will require radical change in the energy sector, and a rewiring of the economy more widely. In China’s Energy Revolution in the Context of the Global Energy Transition, a team of researchers from the Development Research Center of the State Council of China and Shell International examine how China can revolutionise its supply and use of energy. Abstract

Sustainable interdisciplinarity focuses on human–nature relations and a multitude of contemporary overlapping research between society and the environment. A variety of disciplines have played a large part in better understanding sustainable development since its high-profile emergence approximately a quarter of a century ago. At present, the forefront of sustainability research is an array of methods, techniques, and growing knowledge base that considers past, present, and future pathways. Specific multidisciplinary concentrations within the scope of societal changes, urban landscape transformations, international environmental comparative studies, as well as key theories and dynamics relating to sustainable performance are explored. Abstract

Attention in the AI safety community has increasingly started to include strategic considerations of coordination between relevant actors in the field of AI and AI safety, in addition to the steadily growing work on the technical considerations of building safe AI systems. This shift has several reasons: Multiplier effects, pragmatism, and urgency. Given the benefits of coordination between those working towards safe superintelligence, this book surveys promising research in this emerging field regarding AI safety. On a meta-level, the hope is that this book can serve as a map to inform those working in the field of AI coordination about other promising efforts. While this book focuses on AI safety coordination, coordination is important to most other known existential risks (e.g., biotechnology risks), and future, human-made existential risks. Thus, while most coordination strategies in this book are specific to superintelligence, we hope that some insights yield “collateral benefits” for the reduction of other existential risks, by creating an overall civilizational framework that increases robustness, resiliency, and antifragility.
