Abstract

Modern education in Thailand started at the end of the nineteenth century under the impulse of King Chulalongkorn. Many scholars tracing back the evolution from traditional education to a modern education system emphasized the feeling of necessity that motivated this transformation. Wyatt (1969), Mead (2004) and Watson (1982) underlined the need for a modern administration, to handle the Siamese nation-state “as” the Western states, and in that respect, the key role played by education to structure the new Siam and to appear to the eyes of the world as civilized (Peleggi 2002). The shaping of a new education took place amidst strong political struggles. Siam needed to stand firm within the regional arena, swept by the winds of Western colonialism. Internally, King Chulalongkorn had to legitimize his power and to unify the kingdom by integrating satellite kingdoms into a wider space, the Siamese nation state. Education was vital for this mission as it would contribute not only to bringing state power into the provinces through state-paid teachers and government officials, but also to transmitting a whole nation-related imagery to the young generations. Giving rise to Thai-ness among the populations located at the margins of the kingdom was a tremendous ordeal. In the Southern part of the kingdom, population was mainly Muslim, spoke Malay and felt culturally closer to the Malay state (Dulyakasem 1991). In the Northern part, incorporating the Lanna kingdom and hill tribe populations into Siam proved not to be easy. Ideological, social and national values were introduced into education delivered to students, and with the implementation of the Compulsory Education Act of 1921, school attendance tied children and parents to the nation state and made them liable to it.

Abstract

Les résultats de l’enquête sur les dépenses culturelles des collectivités territoriales, dont les données n’avaient pas été actualisées depuis 2002, confirment que les communes, départements et régions ainsi que, désormais, les groupements de communes, sont des acteurs majeurs du financement public de la culture en France. Ce sont ainsi près de 4,4 milliards d’euros que les seules communes de plus de 10 000 habitants ont mobilisés pour la culture en 2006, tandis que leurs groupements à fiscalité propre dotés de la compétence culturelle y ont consacré plus de 840 millions d’euros. Départements et régions ont engagé respectivement 1,3 milliard et 556 millions d’euros pour la culture cette même année. Au-delà des domaines réservés d’intervention découlant de la première vague de transfert de compétences comme la lecture publique pour les départements par exemple, on observe que les communes et groupements de communes consacrent leurs dépenses culturelles de fonctionnement et d’investissement aux équipements de proximité (écoles de musique et de danse, bibliothèques et médiathèques, musées municipaux ou départementaux), tandis que les départements et particulièrement les régions attribuent plus massivement des subventions aux équipements et acteurs culturels. Enfin, si, en 2006, la loi du 13 août 2004 relative aux libertés et responsabilités locales avait encore une incidence limitée sur les transferts de compétences aux différents échelons territoriaux, elle a pu favoriser le transfert des compétences culturelles aux groupements de communes.

Abstract

The Slovenian constitution guarantees local self-government to all inhabitants and local self-government can be executed in municipalities and other local communities. Although municipalities are foundational units of local self-government, they experience some very basic problems since the re-establishment in the middle of 1990s; those problems are closely connected with inadequate exercise of subsidiarity and connection principles from in 1996 ratified European charter of local self-government. Slovenia has larger number of undersized municipalities that report problems with normative overload and their administrative incapacity. According to the findings of empirical study presented in the paper, the latter is often the case in municipalities smaller than 5000 inhabitants. The authors are also analysing inadequately defined scope of municipal jurisdiction; Slovenian municipalities are currently responsible for local affairs that affect only municipal inhabitants, and that narrow scope of jurisdiction is in many cases causing problems in managing the municipality, especially in cases of smaller municipalities.

Abstract

The identity of suburbia, so far as it can be ascribed one, is shifting and insecure, a borderline and liminal space. Dominant stereotypes have listed it as ‘on the margins’ beyond edges of cultural sophistication and tradition’ and the areas that make up ‘sprawl’. But in the twenty-first century this static view has to be modified. As is evident from this collection, suburban dwellers themselves have redefined themselves. This collection explores the range and complexity of twenty-first century responses to city suburbs, predominantly in Sydney. It draws on a range of approaches – from history to creative non-fiction and multi-media.

Abstract

A long-serving leader of the Christian Democratic Party from mid-1940s to late 1950s, Fiorentino Sullo led an intense political action in the province of Avellino, combining exercise of power and political planning, programmatic appeals and rational distribution of resources, political and administrative management of State’s intervention in the public sphere and its bodies, efficient control and modernization of the territory. For over fifteen years, he intended to address and solve the typical dilemma faced by every modernizing elite and posed by the clash between the poles of conservation and transformation. His political career was characterized by a deep understanding of the traditional traits of the local communities, persistent and inevitable in the development of the relationship between politics and society. He also highlighted, in his activities, a strong orientation towards political change and the socio-economic development of a backward periphery.

Abstract

Local communities have an important role in society. According to states legislature they execute local public policies. Those processes include local democracy, public administration, local economy and social entities. Also they combine public and private resources. All of these groups of factors have their own capacity. Capacity is their ability to achieve goals and consists from inside and outside factors. Capacity of local self-government is integrated capacity. It represents holistic capacity for those units. It tells us, whether they are capable of doing things they should do, according to social and political system and its demands. Local units have different level of capacity. With conceptual model and field research we tested our research hypothesis. Our hypothesis is that local self-government communities with higher capacity offer their residents broader local public services and goods. Also we studies influence of political stability and autonomy on capacity. On representative sample of municipalities in Republic of Slovenia we confirmed all ours research hypothesis. Conceptual model of capacity is a tool for analysing individual communities and for analysing the whole system of local-self government. Also many suggestions for improvement can be made.

Abstract

Set in West Kalimantan, Indonesian Borneo, this study explores the shifting relationships between border communities and the state along the political border with East Malaysia. The book rests on the premises that remote border regions offer an exciting study arena that can tell us important things about how marginal citizens relate to their nation-state. The basic assumption is that central state authority in the Indonesian borderlands has never been absolute, but waxes and wanes, and state rules and laws are always up for local interpretation and negotiation. In its role as key symbol of state sovereignty, the borderland has become a place were central state authorities are often most eager to govern and exercise power. But as illustrated, the borderland is also a place were state authority is most likely to be challenged, questioned and manipulated as border communities often have multiple loyalties that transcend state borders and contradict imaginations of the state as guardians of national sovereignty and citizenship. Abstract

Este libro recorre el camino de la configuración de las realidades jurídico-políticas que esconden los vocablos centralización, descentralización y autonomía desde los albores del siglo XIX hasta el estallido de la Guerra civil en 1936, explicando en qué ámbitos aparecieron, cuándo, cómo y el léxico político-jurídico empleado para su designación. En concreto, fue en las esferas del régimen local, de la organización territorial del Estado y de la instrucción pública, especialmente la universitaria, donde se fueron gestando y perfilando estos conceptos. Si hasta 1868 triunfan las tendencias centrípetas, tras esa fecha se manifiestan las fuerzas centrífugas: el malogrado intento de 1873 de cambiar la forma de organización política del Estado, la consecución de una regulación más descentralizada del régimen local en las Leyes de 1870 y el afán de instaurar la libertad de enseñanza. Desde finales del siglo XIX y hasta la guerra civil se muestran en los intentos de lograr una mayor descentralización administrativa y, sobre todo, al compás de las reclamaciones regionalistas, en el deseo de conseguir una descentralización política autonomista, que culmina con el Estado integral de la Segunda República. Fue a partir de 1868 cuando se generalizó la utilización del vocablo “autonomía”.

Abstract

This book explores the critical role that local knowledge plays in public policy processes as well as its role in the co-production of policy relevant knowledge with the scientific and professional communities. The authors consider the mechanisms used by local organisations and the constraints and opportunities they face, exploring what the knowledge-to-policy process means, who is involved and how different communities can engage in the policy process. Ten diverse case studies are used from around Indonesia, addressing issues such as forest management, water resources, maritime resource management and financial services. By making extensive use of quotes from the field, the book allows the reader to ‘hear’ the perspectives and beliefs of community members around local knowledge and its effects on individual and community life."
