Abstract

This chapter provides an overview of ITS-related research undertaken in Asian developing
countries. The chapter begins with a brief overview of the development and nature of ITSs. It
then outlines the methods for selecting and analyzing the literature used for the study, describing
the research foci of these studies and highlighting the findings in relation to the effectiveness
of ITSs developed or deployed in these countries. The chapter concludes with a discussion of
the limitations of current ITS research and identifies potential areas for further study.

Abstract

Complex systems are pervasive in many areas of science integrated in our daily lives. Examples include financial markets, highway transportation networks, telecommunication networks, world and country economies, social networks, immunological systems, living organisms, computational systems and electrical and mechanical structures. Complex systems are often composed of a large number of interconnected and interacting entities, exhibiting much richer global scale dynamics than the properties and behavior of individual entities. Complex systems are studied in many areas of natural sciences, social sciences, engineering and mathematical sciences. This special issue therefore intends to contribute towards the dissemination of the multifaceted concepts in accepted use by the scientific community. We hope readers enjoy this pertinent selection of papers which represents relevant examples of the state of the art in present day research. [...]

Abstract

The starting point for my thesis, or rather the revised version of my thesis, was the fact that parties in a civil, criminal or administrative case have no legal entitlement either to the launch of judicial review proceedings (Normprüfungsverfahren) by the Austrian constitutional court (VfGH) or to the submission of questions of interpretation to the ECJ. The absence of any such legal entitlement raises the question of whether a party could not obtain a remedy by taking the direct route using an Individualantrag or individual application to the constitutional court in accordance with Art 139 or Art 140 B-VG (Austrian Federal Constitutional Act). In practice, however, this route is frequently blocked by the strict prerequisites for admissibility and formal requirements governing an individual application. This paper analyses whether the rigid admission procedure truly reflects the aim of the constitution/legislator. The focus of this paper is thus a detailed analysis of the Individualantrag. In the event of failure to obtain a mandatory preliminary ruling from the ECJ, VfGH practice recognises that this constitutes violation of the Austrian right to a hearing before an impartial and competent judge (Recht auf den gesetzlichen Richter). The thesis/the revised version of this thesis highlights a further interpretation of the above right to a hearing, an interpretation under which unlawful failure to launch a judicial review also constitutes breach of this right. Furthermore, the paper examines whether Art 13 ECHR (Right to an effective remedy) and Art 6 ECHR (Right to a fair trial) are also violated in the two aforementioned cases. Established case law states that claims for state liability on the grounds of state contravention of Community law are to be brought under the constitutional court's Kausalgerichtsbarkeit or jurisdiction for monetary claims against public bodies for which there is no other remedy, in accordance with Art 137 B-VG. In the light of this, this paper looks in detail at why unlawful failure to launch judicial review proceedings can also result in claims for state liability. It also uncovers shortcomings in legal remedy in the implementation of EU law. In the context of the above topics, which form the core of my thesis/the revised version of my thesis, the paper will introduce the system of legal remedy under the Austrian federal constitution including the key ordinary and extraordinary remedies under sovereign, public administration (Hoheitsverwaltung), briefly address legal remedy under private law administration (Privatwirtschaftsverwaltung), and finally outline other institutions with responsibility for legal relief such as the Volksanwaltschaft (Austrian Ombudsman Board) and the Rechnungshof (Austrian Court of Auditors).

Abstract

This Research Topic combines articles aiming to gain a better understanding on different factors that determine whether people are successful or not in controlling computerized devices with brain signals. Since decades, technological advancements in neuroscience allow the interpretation of brain signals and their translation into control messages (Brain-computer interface (BCI)). Moreover, the control of brain signals can be used to induce changes in cognition and behavior (Neurofeedback (NF)). However, the break-through of this technology for the broad population in real-world applications has not yet arrived. Various factors have been related to the individual success in controlling computerized devices with brain signals, but to date, no general theoretical framework is available. In this Research Topic, aspects of the training protocol such as instructions, task and feedback as well as cognitive and psychological traits such as motivation, mood, locus of control and empathy are investigated as determinants of BCI or NF performance. Moreover, the mechanisms and networks involved in gaining and maintaining control over brain activity as well as its prediction are addressed. Finally, as the ultimate goal of this research is to use BCI and NF for communication or control and therapy, respectively, novel applications for individuals with disabilities or disorders are discussed.

Abstract

The IEA’s International Civic and Citizenship Education Study (ICCS) investigates the ways in which young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2016 is the second cycle of a study initiated in 2009.This report from ICCS focuses on data collected in the 15 countries that participated in the study’s 2016 European regional questionnaire. It reveals lower secondary school students’ views on European identity, their perceptions of freedom of movement and immigration, and their opinions of Europe and its future. It also, for the 12 European countries that participated in both ICCS 2009 and ICCS 2016, looks at changes across this time period, in young people’s perceptions of immigration and European identity. Comparison with the complete international study will enable readers to review the extent to which region-specific perceptions are related to other factors, such as students’ level of civic knowledge and social or educational contexts. Over the past 50 years, the IEA has conducted comparative research studies in a range ofdomains focusing on educational policies, practices, and outcomes in many countries around the world. The association conducted its first survey of civic education in 1971. The reliable comparative data collected by ICCS 2016 will allow education systems to evaluate the strengths of educational policies, both internationally and within a regional context, and to measure their progress toward achieving critical components of the United Nations’ 2030 agenda for sustainable development.

Abstract

After the successful conclusion of the Joint Meeting of IUFRO’s 7.03.05 & 7.03.10 working parties and given the exciting and novel studies that have been presented in the framework of this meeting, we decided to present some of these studies in the current Special Issue of Forests. To make this issue more appealing and interesting to everyone in the field of Forest Protection, studies that cover a wide range of topics were selected, ranging from ecology and phylogeography to forest management and protection. More importantly, as these studies refer to pests and pathogens from different parts of the world, it is expected that the knowledge gained can be further used in the protection of natural environment worldwide.

Abstract

Understanding deserts and drylands is essential, as arid landscapes cover >40% of the Earth and are home to two billion people. Today's problematic environment–human interaction needs contemporary knowledge to address dryland complexity. Physical dimensions in arid zones—land systems, climate and hazards, ecology—are linked with social processes that directly impact drylands, such as land management, livelihoods, and development. The challenges require integrated research that identifies systemic drivers across global arid regions. Measurement and monitoring, field investigation, remote sensing, and data analysis are effective tools to investigate natural dynamics. Equally, inquiry into how policy and practice affect landscape sustainability is key to mitigating detrimental activity in deserts. Relations between socio-economic forces and degradation, agro-pastoral rangeland use, drought and disaster and resource extraction reflect land interactions. Contemporary themes of food security, conflict, and conservation are interlinked in arid environments. This book unifies desert science, arid environments, and dryland development. The chapters identify land dynamics, address system risks and delineate human functions through original research in arid zones. Mixed methodologies highlight the vital links between social and environmental science in global deserts. The book engages with today's topical themes and presents novel analyses of arid land systems and societies.
