Abstract

Which power logics work in the interpretation of prostitution as a problem of individual moral leadership on the one hand and as a political problem for society as a whole on the other? The author combines two key concepts of current political and feminist theory - intersectionality and governmentality - with the historical analysis of the problematization of prostitution and its modes of government at the beginning of the 20th century. It empirically shows that different social groups were each specifically morally governed and argues for a political and process-oriented understanding of intersectionality, so that differentiated mechanisms of the exercise of power can be grasped.

Abstract

Seit der Jahrtausendwende gibt es auf der bundespolitischen Ebene in Deutschland ein eigens auf die Engagementförderung fokussiertes Politikfeld. Wie kam es dazu? Wer hat diesen Prozess forciert? Diesen Fragen geht Daniela Neumann durch eine Verknüpfung von Diskurs-, Hegemonie- und Gouvernementalitätstheorie auf den Grund. Anhand der Analyse politisch-medialer Diskurse legt sie den gesellschaftlichen Wandel im Umgang mit Freiwilligenarbeit seit den 1980er Jahren offen und beleuchtet die Deutungs- und Institutionalisierungskämpfe zwischen verschiedenen Interessengruppen. Es zeigt sich: Die Herausbildung einer staatlichen Engagementpolitik war keinesfalls zwangsläufig.

Abstract

The risk, uncertainty and security of the energy system development are the topics which relevance has been determined by the particularly complicated issues of the energy supply and its functioning in contemporary societies under global energy system. The development of the energy sector has always been not only one of the basic conditions for society development, but one of the most serious threats to enormous and multidimensional (economic, health, ecological, social and political) predictable and unpredictable, probable and unexpected multifaceted security issues. The consequences of the positive and negative globalization are particularly evident in the energy sector, both in the provision of cheap and environmentally friendly energy resources, and in the event of harmful and even tragic consequences for the development of the energy system. An important element of energy politics in liberal democratic societies is the public opinion and participation. The perception of energy security in the Lithuanian society is analyzed from rational choice, reflexive modernization, system theory, postmodern perspective, cultural theory, and governance theory points of views. Sociological analysis of energy security is considered to be a relatively separate branch of sociology. It differs from other topics not so much on the particularity of the theoretical approaches, but on the topic itself. It requires specific adaptation of risk theories for the analysis of specific data. The monograph is based on data from two (2013 and 2014) representative Lithuanian society surveys (18 and older). The results reflect the opinion of Lithuanian population distributed by age, sex, place of residence, education, purchasing power and occupation.

Abstract

Michel Foucault suchte bereits 1983 nach den Rationalitäten, die unseren gesundheitlichen Wahlentscheidungen zu Grunde liegen. Diese Frage stellt sich heute noch dringender, bedenkt man den neoliberalen Wandel von Gesundheitsdiskursen in den letzten Jahrzehnten. Diese Diskurse finden ihre Vorfahren in der religiösen und bürgerlichen Selbstpraxis sowie in der ärztlichen Praxis der Beratung und Überzeugung. Irene Poczka betrachtet diese als Regierungsweisen, die schließlich auch die politischen Techniken beeinflussten, mit denen die Gesundheit der Bevölkerungen reguliert werden sollte. Sie stellt fest: Im Europa des 19. Jahrhunderts lassen sich überall diskursive Fragmente einer Genealogie liberalen Regierens von Gesundheit ausmachen.

Abstract

How can you redesign cities effectively and quickly in a climate-friendly way? The exchange of knowledge between municipalities as well as the imitation of good practices is the key to »green transformation«. Using the example of "best practice" government technology, Nanja Nagorny-Koring fundamentally questions the widespread belief in the "principle of imitation" and paints a picture of why best practices are so popular despite the apparent dissociation of claim and reality. It presents in detail how best practices in communal climate protection are created, disseminated and applied.

Abstract

Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.
