Abstract

The UK government of Tony Blair is committed to fostering a European dimension of planning practice. Significant developments in relation to planning within Europe are occurring. The creation of the European Spatial Development Perspective, the reform of the Structural Funds, and the implementation of programmes to foster trans-national co-operation between governments, will all impact on UK government, and on planning system in particular. Even within the UK, devolution and regionalisation will bring new pressures for overall co-ordination on the issue of European spatial planning. Issues concerning the revisions of the Structural Funds in 2000 and 2006, and funding opportunities for local authorities, are closely connected with the theme of this book. More importantly, it is expected that the link between funding and spatial policy within British planning will become more clearly defined during this period. The European dimension of British planning, as a consequence, may grow significantly over the next few years. The authors tackle four key issues in their discussion of this topic: * British political attitudes to Europeanisation issues * The changing relationships between different arms of the state * The often complex interdependencies between tiers of governance * The rapidly changing definition of British urban and regional planning

Abstract

This book examines the institutional changes taking place in, and challenges facing, the region since 1997. It also describes various differences in the reform process between countries in the region. Sjöholm and Tongzon argue that the economies of southeast Asia need to reform their institutions if the previous rapid development is to continue. The institutional weaknesses have been addressed to different degrees and with different success in the affected countries. Against the backdrop of southeast Asia's importance in the world economy, it is hardly possible to overestimate the need to understand this process of change.

Abstract

A comprehensive secularisation process in the course of the Josephinian reforms led to a complete restructuring of church assets. As early as 1783 a Greek-Oriental Religious Fund attributed to the Bukovina was established. Its growing economic and political role made this institution a major factor in the development of the region. It kept this important position until its eventual dissolution in the course of socialist restructuring of Romania in 1949.

Abstract

This book is a first exploratory inquiry into possible educational selectivity effects of the European Social Fund (ESF). It assesses the extent of the gap between the social policy objectives set through regulatory competences in multi-level governance and the structure of incentives it breeds in practice, with a broad range of implications for the capacity of the government to control for an equitable distribution of services at the community level. The chapters emphasize the educational selectivity involved in national policy decisions concerning ESF implementation in the five countries, the role of informal mechanisms in fine-tuning implementation, the negative effects of formalization and failures in accommodating the complexity of goals which characterizes the ESF, as well as the overall fairness of ESF implementation towards the most disadvantaged groups in society. The empirical analysis suggests that social-service delivery contracting as an instrument of governance is no longer regulating against risks for beneficiaries, but fuels increased social division in access to public services.
