Abstract

Microfinance is often presented, not only as an efficient tool to fight against poverty, but also as a means of promoting the empowerment of the most marginalized sections of the population, especially women. However, reality has shown that the causal relation between microfinance and empowerment is neither linear, nor unequivocal and that it is even less systematic. This book is an attempt to nourish the debate, on the one hand, by combining theoretical reflections and case studies, and on the other hand, by engaging practitioners and researchers from various backgrounds (mainly economists, sociologists and anthropologists). First of all, we consider the question of definitions. Even if everyone agrees that the concept of ‘empowerment' refers to notions of choice, of power and of change, the diversity of definitions suggested here confirms that under no circumstances does a universal conception of it exist. The second part insists on the central role of the environment. The link between microfinance and empowerment is all the more subtle, and sometimes unforeseeable, as microfinance projects take place within an economic, socio-cultural and political context that is itself complex, evolutionary and which partially conditions the results obtained. Microfinance projects - as any development projects - should therefore be understood and analyzed as endogenous processes. Finally, a third part relates to the crucial question of evaluation. Here still, the diversity of the results is striking: certain experiments are very positive while elsewhere the results are very mixed and sometimes even worrying. One does not speak any more of empowerment, but of “disempowerment” or even “overempowerment”. This heterogeneity of results is due as much to the diversity of the projects, their methods of action, the target population, and the context of intervention as to the methodologies of evaluation. The conclusion leads us to go beyond a certain number of contradictions evoked throughout the book while proposing to think of empowerment using the French concept of “solidarity-based economy”. This concept of solidarity-based economy, which is theoretical as well as normative, is a framework for analysis and action, which, according to us, must make it possible to guard against the risks of failures and perverse effects mentioned throughout the book.

Abstract

To become a competent social worker it is essential to know the perspective of the service users. Therefore, service users are more and more included in field research projects and the instruction of social workers to-be. However, they are usually reduced to the role of informants and not actively taking part as co-partners. For the first time, this anthology gives an overview of courses in which service users and students share their experiences and work together on the same level using gapmending methods. The applications and evaluations of these courses in different European countries are discussed in this volume.

Abstract

Les institutions médico-sociales ou socio-éducatives ont pour mission l'accompagnement et le développement de l'autonomie et du bien-être de leurs résidants. Comment expliquer dès lors les diverses formes d'abus – négligences, violences psychologiques, morales ou physiques – se produisant parfois dans certains établissements ? Face à ce paradoxe, Manon Masse et Geneviève Petitpierre abordent le thème de la prévention de la maltraitance perpétrée envers des adultes présentant une déficience intellectuelle et vivant ou travaillant en institution. L'ouvrage s'articule autour d'une méthodologie originale qui consiste en une recherche-action réunissant trois types d'acteurs : des personnes avec une déficience intellectuelle, des parents concernés et des professionnels du domaine socio-éducatif. Dans un premier temps, la démarche vise à identifier les représentations de la maltraitance en milieu institutionnel du point de vue des acteurs en présence. Ensuite, dans une perspective multifactorielle et en s'appuyant sur la littérature existante, les auteures distinguent les facteurs augmentant ou diminuant le risque de survenue ou d'exposition à la maltraitance. Enfin, toujours en sollicitant les participants, des pistes d'actions concrètes destinées à prévenir l'apparition de situations abusives sont esquissées.

Abstract

This book explores a century of business development in The South African Life Assurance Company, from a specific local focus to a national conglomerate expanding into global insurance markets. Established as a strategic vehicle to address Afrikaner economic marginalization and abject poverty at the beginning of the twentieth century, Sanlam has displayed both path dependence and a dynamic adaptability to complex changing contexts to become a global player. The strategic convergence of economic empowerment through the mobilization of savings into insurance products, as well as Afrikaner nationalism, assisted this growth. Sanlam has played an a-typical role in the economic empowerment of an ethnic entity through extensive investments into the industrializing South African economy. This strategic diversion created operational limitations that were only resolved early in the twenty-first century. As globalization, financial deregulation, and weakened Afrikaner political and social hegemony manifested, strategic change management relied on the path dependence of empowerment strategies to address new markets with similar needs to those of the early stakeholder market of 1918. The former mutual life office demutualized operations to become a diversified financial services group of companies operating across almost the entire African continent, as well as in India, Malaysia, and the UK. This volume presents a business history of strategic management of an insurance enterprise, and its transformation from a defined cultural context into an international empowerment strategy through innovation on all levels of business operation and organization.

Abstract

La Convention internationale relative aux droits des personnes handicapées adoptée par l’ONU en 2006 énonce comme principe fondamental que ces personnes puissent prendre part aux décisions les concernant. Son art. 29 est consacré à leur participation à la vie politique et à la vie publique sur la base du principe de l’égalité de traitement. Les institutions socio-éducatives dans lesquelles vivent ou travaillent les adultes ayant une déficience intellectuelle sont sensibles à cette dimension et ont créé des dispositifs individuels et collectifs favorisant leur participation. Cet ouvrage rend compte d’une recherche qui vise à mieux comprendre ce qui se joue dans ces espaces collectifs d’expression. Cette démarche a permis d’analyser le fonctionnement de groupes d’expression existants et d’en dresser une typologie. Les auteurs mettent en lumière ce qui facilite ou fait obstacle à la participation collective au sein de ces groupes. Enfin, ils esquissent des repères pour le développement d’espaces d’expression encourageant une participation citoyenne tant dans les lieux de vie et de travail institutionnels que dans la communauté élargie.

Abstract

Les activités déployées dans une consultation psychothérapeutique pour migrants peuvent être comprises à la lumière de deux figures ; celles du « thérapeute » et du « diplomate ». Les uns et les autres participent activement au processus de soin, représentent les bénéficiaires et témoignent de leur existence dans les institutions médicosociales et politiques de la société d’accueil. Une des spécificités de ces acteurs est de prendre en compte la dimension culturelle des migrants ainsi que la diversité de significations que leurs troubles, maladies ou souffrances revêtent dans leur culture d’origine. Néanmoins, la nécessité - imposée par des troubles particuliers - de s’adresser aux migrants en tant qu’êtres singuliers constitués corporellement et psychiquement par leur culture dépasse la question de l’origine culturelle. Les auteurs mettent en relief des pratiques qui interrogent les manières de s’adresser à autrui et de comprendre son expérience, quelle que soit sa proximité culturelle ou son « exotisme ». Outre les institutions proposant des interventions auprès de migrants, la modélisation de ces pratiques « culturellement éclairées » faisant largement appel à des « interprètes communautaires » saura sans nul doute intéresser les personnes impliquées dans des domaines aussi variés que la thérapie, le travail social, l’enseignement ou encore la politique.
