Abstract

Andrew Podger’s monograph, The Role of Departmental Secretaries, Personal reflections on the breadth of responsibilities today, is an important contribution to the broader public policy discourse in Australia. Andrew has been, at times, an unflinching commentator on issues of bureaucratic performance, accountability and responsiveness to government. Andrew’s reflections are drawn from his own experiences within the inner circle of Australian policy-making. In this monograph, he presents a highly nuanced portrait of the role of Commonwealth departmental secretaries. Although a ‘player’ himself at key moments in recent policy history, Andrew is a dispassionate and thoughtful observer of events. This is not merely a memoir: this work is rich in analysis and Andrew offers a number of ‘lessons learned’ to be heeded (or not) by the present and future generations of policy practitioners.

Abstract

Secretaries of government departments in Australia are the bureaucratic leaders of their generation. They are ambitious, highly-talented executives who have risen to the very pinnacle of their chosen vocation – public service to the Australian nation – usually after having spent most, if not all, of their professional careers dedicated to the public service. They serve governments as their top advisers and in policy terms are often some of the most important decision-makers in the country. This collection brings together the valedictory speeches and essays from a departing group of secretaries (and one or two other equivalent agency heads) who left the Australian Public Service between 2004 and 2011. Over this period of time it gradually became accepted that departing secretaries and heads of significant agencies would present a valedictory address to their peers at a public farewell function. The first two speeches in this collection were initiated informally and given at functions organised by their agencies; in 2005 the process was formalised with the Australian Public Service Commission acting as organiser. These contributions contain reflections, commentaries, occasional fond memories or key turning-points in careers, critiques of changes that have occurred and an outline of the remaining challenges their successors will face as the public administrators of tomorrow. From the outset it is clear that there is no uniform message, no single narrative levelled either in praise or in criticism, other than pride in the public service and strong belief in the contribution it makes to the Australian community. They have their own personal ‘takes’ on how the public service looks to them, on its performance and on the challenges confronting public administration into the future. Most spend some time looking back, reflecting on the extent of change that has occurred over the length of their careers; but equally importantly they look forward, anticipating future policy dilemmas and capacity challenges.

Abstract

In this book, we introduce our research on success at work in a very broad sense. This research can be said to have begun during the fi rst years of this millennium.
Adjunct Professor Uusiautti fi rst focused on work drive in nurses and
midwives, expanding her analysis to Finnish Employees of the Year, while
Professor Määttä conducted her studies on love and human relationships. When
our specifi c research streams converged, we began studying positive development
in childhood and adolescence as well as in adulthood and later life. We even
managed to incorporate our ideas on leadership. Now, we think it is time to
compile our fi ndings into a psychology of success. In many parts of this book, we
will refer to the route to success – we hope that this book will function as a signpost
showing the way to happiness-promoting success at work.
The standpoint in this book rests on psychology, particularly positive psychology.
This means that we deliberately aimed to combine the themes of work success
with fl ourishing and favourable development. Our purpose is to inspire and
challenge researchers and all those interested to examine the possibilities of this
positive approach and to consider this as one example of how to seize phenomena
that are diffi cult to defi ne comprehensively but, fi rst and foremost, we want them
to see the connection between success and happiness.

Abstract

Over the past ten years there has been a massive growth in call centres worldwide. These centres are said to represent the most dynamic growth area in white-collar employment internationally since the mid 1990s. Yet the footloose and global nature of the industry means that jobs will always be susceptible to outsourced operations, ICT developments, public sector subsidization of business restructuring and re-location, and cheaper operations elsewhere. This book conducts a thorough analysis of this modern phenomenon.

Abstract

Nahezu alle (evangelischen) Großkirchen in Deutschland haben nach der Jahrtausendwende flächendeckend Mitarbeiter- oder Personalentwicklungsgespräche eingeführt. In der Hannoverschen Landeskirche wurde deren Einführung als „Jahresgespräche“ besonders breit diskutiert. Die vorliegende Arbeit untersucht diese Diskussionen als Ausdruck eines veränderten Selbstverständnisses der gesamten Leitungspraxis der evangelischen Kirchen und stellt sie in den Kontext der Debatten zur kirchlichen „Organisationsreform“, die seit den 1990er Jahren die Praxis und Theorie der Kirche beschäftigen. Anhand der Visitation wird ein Modell entwickelt, das kirchliches Leitungshandeln und die damit verbundenen Konflikte und Spannungsfelder in drei Grunddimensionen beschreibt und differenziert. In Anwendung auf die Jahresgespräche werden damit Konfliktstrukturen und Problemfelder sichtbar gemacht. Auf diese Weise werden Personalentwicklung und Personalführung der Kirchen einer tiefergehenden praktisch-theologischen Reflexion unterzogen.

Abstract

The concept of sustainability is important for companies both in the case of SMEs and worldwide multinational companies. Some key factors to help a company achieve its sustainability objectives are based on human resource management. Sustainable human resource management is a typical cross-functional task that becomes increasingly important at the strategic level of a company. Industry 4.0 technologies, Internet of Things, and competitive demands, as signs of globalization, have led to significant changes across the organizational structures and human resource strategies of companies. The increasing importance of sophisticated human resource strategies in the life of companies and the intention to find optimal design and operation strategies for sustainable human resource management were a motivation for launching this book. This book offers a selection of papers which explain the impact of smart human resource management on economy. Authors from 14 countries published working examples and case studies resulting from their research in this field. The aim of this book is to help students at the level of BSc, MSc, and PhD level, as well as managers and researchers, to understand and appreciate the concept, design, and implementation of sustainable human resource management solutions.
