Abstract

This article describes the police intelligence division-of-labour. It is argued that police organisation gains overall coherence in relation to the ‘police métier’; a rationale that allows protagonists in the police world to make sense of an irrational workplace structure where personal loyalty, trust and honour (not formal organisational logic) form the basis of action and compliance. The concept of the police métier is defined in terms of the police professional concern with the mastery of surveillance and coercion in the reproduction of order, the making of crime and the governance of insecurity, and it is the polestar of the police mindset. The article describes the police intelligence division-of-labour paying specific attention to four different aspects of intelligence activity: the acquisition of intelligence or information; the analysis of information in the production of intelligence; tasking and co-ordination on the basis of intelligence ‘product’; or being tasked on that same basis. The descriptive analysis presented here is useful in several respects. Firstly it provides a basis for the comparative study of police intelligence work and its configuration within broader processes of security governance. Secondly, it provides a prototypical organisational map useful understanding the orientation of particular units – the organisational elements of policework (e.g. of drug squads, primary response, public order and homicide investigation units) – within the broader police division-of-labour. Lastly, it provides a complex view of issues concerning democratic governance of ‘the police’ as they are configured as nodes within broader networks of security governance.

Abstract

In this book a novel optical switch is designed, developed, and tested. The switch integrates optical switching, transparent traffic aggregation/grooming, and optical regener-ation. Innovative switch subsystems are developed that enable these functionalities, including all-optical OTDM-to-WDM converters. High capacity ring interconnection between metro-core rings, carrying 130 Gbit/s OTDM traffic, and metro-access rings carring 43 Gbit/s WDM traffic is experimentally demonstrated. The developed switch features flexibility in bandwidth provisioning, scalability to higher traffic volumes, and backward compatibility with existing network implementations in a future-proof way.

Abstract

All-optical wavelength converters (AOWC) are considered key to overcome wavelength blocking issues in next generation transparent networks. The focus of this book is on semiconductor optical amplifiers (SOA), a mature nonlinear element with very favorable nonlinear characteristics, and on a discussion of various filter configurations as well as on their adaptations for providing optimum performance matched to the nonlinear element working in high-speed all-optical wavelength converters.

Abstract

En 1789, l'Assemblée constituante raya d'un trait de plume les complexes divisions territoriales de l'Ancien Régime. Elle institua, d'une part, les départements, qui ont subsisté jusqu'à nos jours, et, à l'autre extrémité, elle donna le statut de « commune » à près de 38 000 collectivités, paroisses et communautés. Le maillage communal a lui aussi perduré jusqu'à l'époque actuelle : c'est là une particularité unique en Europe mais apparemment indestructible. Cet émiettement frappa tout de suite les contemporains. Si certains le regrettèrent, ce fut trop tard. Mais on imagina très tôt de regrouper certaines fonctions à un échelon supérieur. Les juges de paix, les brigades de gendarmerie, les curés doyens, ne pouvaient exercer leur action dans le cadre d'une seule commune. Certains scrutins exigeaient un regroupement minimum des électeurs. Ainsi naquit le canton. Mais, structure intermédiaire entre la commune et le district, puis, après 1800, entre la commune et l'arrondissement, on se garda de lui donner une vraie personnalité et un mode de représentation. Le faire aurait diminué l'importance des maires et des communes, relais essentiel, maillage majeur de l'administration et du gouvernement de la France, et, après 1800, l'importance des sous-préfets, piliers de l'administration territoriale, et des arrondissements. Seul le Directoire tenta, entre 1795 et 1799, de substituer le canton à la commune. Ce fut un échec, définitif. Ainsi, pendant deux cents ans, le canton survécut comme base électorale de certaines carrières politiques, siège de justice, voire de police, circonscription de recrutement pour les grandes armées permanentes naissantes, territoire indispensable pour le droit, l'administration, les habitus institutionnels français, carrefour de routes, lieu de foires et de marchés, centre d'artisanat et de commerce. Et pourtant, malgré d'innombrables propositions de réformes, jamais il ne fut reconnu comme un véritable échelon politique. C'est cette histoire – peut-être en voie d'achèvement – que ce colloque, organisé en septembre 2006 à l'université Rennes 2, voudrait tirer de l'ombre.

Abstract

The brain consists of a complex but precisely organized neural network, which provides the structural basis of higher order functions. Such a complex structure originates from a simple pseudostratified neuroepithelium. During the developing mammalian cerebral cortex, a cohort of neural progenitors, located near the ventricle, differentiates into neurons and exhibits multi-step modes of migration toward the pial surface. Tight regulation of neurogenesis and neuronal migration is essential for the determination of the neuron number in adult brains and the proper positioning of excitatory and inhibitory neurons in a specific layer, respectively. In addition, defects in neurogenesis and neuronal migration can cause several neurological disorders, such as microcephaly, periventricular heterotopia and lissencephaly. Recent advances in genetic approaches to study the developing cerebral cortex, as well as the use of a number of novel techniques, particularly in vivo electroporation and time-lapse analyses using explant slice cultures, have significantly increased our understanding of cortical development. These novel techniques have allowed for cell biological analyses of cerebral cortical development in vivo or ex vivo, showing that many cellular events, including endocytosis, cell adhesion, microtubule and actin cytoskeletal regulation, neurotransmitter release, stress response, the consequence of cellular crowding (physical force), dynamics of transcription factors, midbody release and polarity transition are required for neurogenesis and/or neuronal migration. The aim of this research topic is to highlight molecular and cellular mechanisms underlying cerebral cortical development and its related neurological disorders from the cell biological point of views, such as cell division, cell-cycle regulation, cytoskeletal organization, cell adhesion and membrane trafficking. The topic has been organized into three chapters: 1) neurogenesis and cell fate determination, 2) neuronal migration and 3) cortical development-related neurological disorders. We hope that the results and discussions contributed by all authors in this research topic will be broadly useful for further advances in basic research, as well as improvements in the etiology and care of patients suffering from neurological and psychiatric disorders.
