Abstract

This book summarizes presentations and discussions from the two-day international workshop held at UC Berkeley in March 2015, and derives questions to be addressed in multi-disciplinary research toward a new paradigm of nuclear safety. The consequences of the Fukushima Daiichi nuclear accident in March 2011 have fuelled the debate on nuclear safety: while there were no casualties due to radiation, there was substantial damage to local communities. The lack of common understanding of the basics of environmental and radiological sciences has made it difficult for stakeholders to develop effective strategies to accelerate recovery, and this is compounded by a lack of effective decision-making due to the eroded public trust in the government and operators. Recognizing that making a society resilient and achieving higher levels of safety relies on public participation in and feedback on decision-making, the book focuses on risk perception and mitigation in its discussion of the development of resilient communities.

Abstract

This book takes a two-staged approach to contribute to the contemporary Integrated Water Resources Management (IWRM) research. First it investigates sub-basin-scale IWRM modelling and scenario planning. The Jordanian Wadi Shueib is used as exemplary case study. Then, it develops a framework to collaboratively manage planning and decision making knowledge on the basis of semantic web technologies. Future IWRM initiatives can benefit from the valuable insights achieved in the presented study.

Abstract

Si la doctrine est familière de la jurisprudence, si elle manie avec aisance les décisions du Conseil constitutionnel, de la Cour de cassation, du Conseil d’Etat ou encore du Tribunal de Conflits, si elle contribue par ses interprétations à les ordonner dans un esprit de synthèse en distinguant les décisions de principe des décisions d’espèce, elle laisse peu de place aux décisions atypiques. Tout au plus les mentionne-t-elle. Pourtant, ces décisions, en marge du « type » commun, participent à la construction du droit positif. Elles révèlent les limites de la taxinomie et traduisent souvent l’intrusion de considérations extrajuridiques dans la sphère du droit. Révélées a posteriori par le temps, la décision atypique dérange les typologies jurisprudentielles administratives comme judiciaires et se laisse mal appréhender, tantôt singulière, tantôt annonciatrice de critères toujours évoqués par le juge mais jamais remplis. Une double interrogation est alors posée : celle de l’identification de l’atypie d’abord, celle de son interprétation ensuite. Telles sont les questions traitées dans cet ouvrage par le Centre de Recherche sur les Institutions Publiques

Abstract

Most decisions in life are based on incomplete information and have uncertain consequences. To successfully cope with real-life situations, the nervous system has to estimate, represent and eventually resolve uncertainty at various levels. A common tradeoff in such decisions involves those between the magnitude of the expected rewards and the uncertainty of obtaining the rewards. For instance, a decision maker may choose to forgo the high expected rewards of investing in the stock market and settle instead for the lower expected reward and much less uncertainty of a savings account. Little is known about how different forms of uncertainty, such as risk or ambiguity, are processed and learned about and how they are integrated with expected rewards and individual preferences throughout the decision making process. With this Research Topic we aim to provide a deeper and more detailed understanding of the processes behind decision making under uncertainty.
