Abstract

Abstract

This open access book introduces the human development model to define disability and map its links with health and wellbeing, based on Sen’s capability approach. The author uses panel survey data with internationally comparable questions on disability for Ethiopia, Malawi, Tanzania and Uganda. It presents evidence on the prevalence of disability and its strong and consistent association with multidimensional poverty, mortality, economic insecurity and deprivations in education, morbidity and employment. It shows that disability needs to be considered from multiple angles including aging, gender, health and poverty. Ultimately, this study makes a call for inclusion and prevention interventions as solutions to the deprivations associated with impairments and health conditions.

Abstract

Abstract

Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

Abstract

"With the evolution of today’s educational contexts, teacher education is becoming increasingly important into European political discussion, in relation to its ability to improve the results of student learning. The need to confront new changes clearly signifies that the professionalism of teachers cannot be limited to competencies and skills learning, however, it does require new strategic dimensions of professional activation, oriented towards better identifying personal goals and strategies to be achieved. The text re-draws the paradigm of the continuing teacher professional development by integrating the capability approach with the models of competencies. Starting from the analysis of European policies on teacher education, the text carry out an experimental research into pre-school settings to explore the importance of individual choice: throught the creation of innovative research tools and a self-training methodology, pre-school teachers involved improved their self-determine agency and better qualified professional development. Abstract

This book analyses the role of public action in solving the problem of hunger in the modern world. The study is divided into four parts. The first, making extensive use of the concepts of entitlements and capabilities explores the interaction of nutritional, economic, social, and political elements and their influence on hunger and deprivation. The problem of famine prevention is the main focus of the second part, with special attention given to Africa and India. The third part is devoted to the issue of fighting chronic undernourishment and the lessons to be learnt from the policies of China, India, and some other countries. The last part draws together the main themes and concerns of the earlier chapters, and provides an integrated view of the role of public action in eliminating hunger. The study suggests that there is indeed some space for public action in solving the problem of hunger and deprivation. In the case of famine prevention, social security could provide early warning systems and employment provision plans. To fight endemic deprivation, the authors suggest, among other things, that basic health care, elementary education, and food programmes should be looked at.

Abstract

Die Erweiterung der Europäischen Union um acht mittel- und osteuropäische Länder am 1. Mai 2004 und die geplante Aufnahme von zwei weiteren Ländern im Jahr 2007 stellt eine große Herausforderung für Europa dar. Die Besonderheit der EU-Osterweiterung liegt insbesondere im niedrigen Einkommensniveau der beitretenden Volkswirtschaften. Im Mittelpunkt der Arbeit steht aus diesem Grund unter Zugrundelegung der Ergebnisse der neoklassischen Wachstumstheorie sowie der Theorie endogenen Wachstums die Frage nach Wahrscheinlichkeit, Ausmaß und Geschwindigkeit eines positiven Konvergenzprozesses im Rahmen der Europäischen Integration. Neben dem Konvergenzpotenzial, welches sich in Folge der Integration der MOEL in den Europäischen Wirtschaftsraum ergibt, stehen vor allem die jeweiligen Voraussetzungen in den EU-Beitrittsländern im Vordergrund, die in Anlehnung an das Konzept der «Social Capability» von Moses Abramovitz untersucht werden.
