Abstract

Border deaths are a result of dynamics involving diverse actors, and can be interpreted and represented in various ways. Critical voices from civil society (including academia) hold states responsible for making safe journeys impossible for large parts of the world population. Meanwhile, policy-makers argue that border deaths demonstrate the need for restrictive border policies. Statistics are widely (mis)used to support different readings of border deaths. However, the way data is collected, analysed, and disseminated remains largely unquestioned. Similarly, little is known about how bodies are treated, and about the different ways in which the dead - also including the missing and the unidentified - are mourned by familiars and strangers. New concepts and perspectives contribute to highlighting the political nature of border deaths and finding ways to move forward. The chapters of this collection, co-authored by researchers and practitioners, provide the first interdisciplinary overview of this contested field.&#xD;

Abstract

Em Memória Social em Campo Maior procurou-se, antes de mais, perceber e discutir algumas das especificidades decorrentes da localização fronteiriça da vila estudada, nomeadamente as que são reflectidas na produção e reprodução daquilo a que podemos chamar memória social. Em articulação com as categorias de espaço e de tempo, a memória social, entendida enquanto representação partilhada do passado e configuração do presente, constituiu-se, portanto, como o foco analítico principal que estruturou o trabalho. Na persecução dos objectivos definidos, foram configurados dois eixos de análise fundamentais. Por um lado a própria fronteira como objecto de inquirção, ou seja, como factor que singularizou a comunidade, quer quando funcionou como recurso, quer quando potenciou o conflito. Por outro lado, a memória social como elemento articulador de diferentes temporalidades e experiências de vida, ou seja, como recurso narrativo capaz de estruturar vivencias e dar-lhes sentido.

Abstract

For a decade now, borders in Europe have been back on the political agenda. Border research has responded and is breaking new ground in thinking about and exploring borders. This book follows this development and strengthens a perspective that is interested in life realities and that focuses on everyday cultural experiences of borders. The authors reconstruct such experiences in the context of different forms of migration and mobility as well as language contact situations and are sensitive to the freedom of the participants. In this way, they empirically identify everyday cultural usage or appropriation strategies of borders as vastly different experiences of borders. The readers of this volume will gain insights into current developments in border research and liefe realities in Europe where borders are (made) relevant. Abstract

This volume encompasses a broad span of issues related to borders as areas of intense activity substantially contributing to the dynamics of culture. The chapters address questions relating to the construction and reconstruction of borders, as well as the experience and representation of physical, spiritual, imagined and symbolic borders. The authors provide perspectives on emerging and dissolving borders in the past and present. Special emphasis is placed on subjective perception by asking how borders are experienced and expressed at the level of the specific community or individual. Several articles tackle dramatic and controversial issues like war, conflict between different ideologies and cultures, and remembering. The authors also explore dialectical relations between culture, social relations and landscape, and the interplay of ideological constructions and material culture. The contributions are arranged into two sections focusing on two wider issues: how borders are drawn in landscape, religion and scientific discourse (Wandering borders), and how representations of cultural borders and border crossings have changed over time (Bordering ruptures: the dynamics of self-description). The authors of this volume come from various scholarly fields and offer innovative tools for expanding the concept of the border across disciplinary frames.

Abstract

Municipal and regional cross-border cooperation has already been common practice for a long time. This is shown by numerous existing Euroregions along the German border. The particular feature of this kind of cooperation is the participation of local and regional authorities of different states, which are separated by a national border. The judicial challenge is to legally overcome the national boundary in order to transform a mere partnership into an effective cooperation. This treatise outlines the existing instruments to implement such cooperation for German municipal authorities within their sphere of jurisdiction. Several questions are discussed: Are local authorities entitled to enter a transnational contract and if so, to what extent? What possibilities are offered by the German Constitution and existing umbrella agreements, and what is the relevance of the achievement of the European Regulation on a European Grouping of Territorial Cooperation? Furthermore, the important issue of transnational joint performance of exercising state authority as well as aspects of cross-border economic activities of local authorities are discussed.

Abstract

US-Mexico border region area has unique social, demographic and policy forces at work that shape the health of its residents as well as serves as a microcosm of migration health challenges facing an increasingly mobile and globalized world. This region reflects the largest migratory flow between any two nations in the world. Data from the Pew Research Center shows over the last 25 years there has never been lower than 140,000 annual immigrants from Mexico to the United States (with peaks over 700,000). This migratory route is extremely hazardous due to natural (e.g., arid and hot desert regions) and human made barriers as well as border enforcement practices tied to socio-political and geopolitical pressures. Also, reflecting the national interdependency of public health and human services needs, during the most recent five year period surveyed the migratory flow between the US and Mexico has equaled that of the flow of Mexico to the US--both around 1.4 million persons. Of particular public health concern, within the US-Mexico region of both nations there is among the highest disparities in income, education, infrastructure and access to health care--factors within the World Health Organization’s conceptualization of the Social Determinants of Health, and among the highest rates of chronic disease. For instance obesity and diabetes rates in this region are among the highest of those monitored in the world, with adult population estimates of the former over 40% and estimates in some population sub-groups for the latter over 20%. The publications reflected in this Research Topic, all reviewed from experts in the field, addressed many of the public health issues in the US Mexico Border Health Commission’s Healthy Border 2020 objectives. Those objectives-- broad public health goals used to guide a diverse range of government, research and community-based stakeholders--include Non Communicable Diseases (including adult and childhood obesity-related ones; cancer), Infectious Diseases (e.g., tuberculosis; HIV; emerging diseases--particularly mosquito borne illnesses), Maternal and Child Health, Mental Health Disorders, and Motor Vehicle Accidents. Other relevant public health issues affecting this region, for example environmental health, binational health services coordination (e.g., immunization), the impact of migration throughout the Americas and globally in this region, health issues related to the physical climate, access to quality health care, discrimination/mistreatment and well-being, acculturative/immigration stress, violence, substance use/abuse, oral health, respiratory disease, and well-being from a social determinants of health framework, are critical areas addressed in these publications or for future research. Each of these Research Topic publications presented applied solutions (e.g., new programs, technology or infrastructure) and/or public health policy recommendations relevant to each public health challenge addressed.

Abstract

Tensor decomposition is a relevant topic, both for theoretical and applied mathematics, due to its interdisciplinary nature, which ranges from multilinear algebra and algebraic geometry to numerical analysis, algebraic statistics, quantum physics, signal processing, artificial intelligence, etc. The starting point behind the study of a decomposition relies on the idea that knowledge of elementary components of a tensor is fundamental to implement procedures that are able to understand and efficiently handle the information that a tensor encodes. Recent advances were obtained with a systematic application of geometric methods: secant varieties, symmetries of special decompositions, and an analysis of the geometry of finite sets. Thanks to new applications of theoretic results, criteria for understanding when a given decomposition is minimal or unique have been introduced or significantly improved. New types of decompositions, whose elementary blocks can be chosen in a range of different possible models (e.g., Chow decompositions or mixed decompositions), are now systematically studied and produce deeper insights into this topic. The aim of this Special Issue is to collect papers that illustrate some directions in which recent researches move, as well as to provide a wide overview of several new approaches to the problem of tensor decomposition.

Abstract

Focussing European borders: The book provides insight into a variety of changes in the nature of borders in Europe and its neighborhood from various disciplinary perspectives. Special attention is paid to the history and contemporary dynamics at Polish and German borders. Of particular interest are the creation of Euroregions, mutual perceptions of Poles and Germans at the border, EU Regional Policy, media debates on the extension of the Schengen area. Analysis of cross-border mobility between Abkhazia and Georgia or the impact of Israel's 'Security Fence' to Palestine on society complement the focus on Europe with a wider view.
