Abstract

This thesis describes the detection and reconstruction of traffic accidents with event data recorders.The underlying idea is to describe the vehicle motion and dynamics up to the stability limit by means of linear and non-linear vehicle models. These models are used to categorize the driving behavior and to freeze the recorded data in a memory if an accident occurs.Based on these data, among others the vehicle trajectory is reconstructed with fuzzy data fusion. The side slip angle which is a crucial quantity describing the vehicle stability is estimated with non-linear state observers and Kalman-Filters. The methodologies presented may lead from accident reconstruction considered here to accident avoidance.

Cette correspondance entre Noëlle Renaude et Barbara Métais-Chastanier, qui devait n’être au départ qu’un bref entretien, a pris la tournure d’un ouvrage plus conséquent qui s’est inventé pendant plus d’une année. Devenant essai à deux voix, débordant la question initiale de l’accident, de l’imprévu et du hasard, il explore au fil du dialogue, de manière poétique, critique et digressive, le processus d’une écriture liée à l’énigme de la scène. Organisé en séquences journalières, le balancement des questions, des réponses et des réflexions, auquel se sont livrées librement les deux interlocutrices, a fini par produire, comme un accident, ce que Robert Cantarella appelle un « manuel de dérangement », et à cette occasion un traité sur le théâtre.

Abstract

Depuis une génération, de très grandes catastrophes industrielles d'ampleur internationale ont changé l'échelle que le risque industriel et technologique fait peser sur nos sociétés. Ce changement d'échelle est-il une transformation du régime de risque ou le prolongement d'un processus déjà amorcé précédemment ? C'est à une mise à distance et une historicisation du risque industriel qu'invite la lecture de cet ouvrage, fruit et partie d'une collaboration de plusieurs années entre des chercheurs de différents pays européens et des États-Unis. En effet, si la notion contemporaine de risque n'est mobilisée pour l'industrie qu'à la fin du xixe siècle, par emprunt au monde de l'assurance, un ensemble de concepts qui s'y rattachent est usuel au moins dès le xve siècle, et les autorités ont toujours mis en place des dispositifs juridiques et sociaux pour parer à ces risques. De la fin du xviie siècle aux années 1900 se déroule une séquence historique longue qui voit l'émergence de dispositifs de gestion à mesure des progrès de l'industrialisation. Les contributions de cet ouvrage interrogent les savoirs et les normes construits par des acteurs très divers, les médecins, les législateurs, les juristes, les architectes, les assureurs, les syndicalistes ou encore les industriels. Elles montrent que si les régulations du risque sont très variables et dépendent des contextes et des configurations locales, celles-ci s'inscrivent toutefois dans un mouvement général qui formalise son acceptation comme constitutive des sociétés industrielles. Cette longue durée nous protège de la tentation de ne considérer les problèmes contemporains que comme nouveaux, et donne de la profondeur à des questions essentielles qu'une approche historique ne peut qu'enrichir.

Abstract

The genetic code is one of the greatest discoveries of the 20th century as it is central to life itself. It is the algorithm that connects 64 RNA triplets to 20 amino acids, thus functioning as the Rosetta Stone of molecular biology. Following the discovery of the structure of DNA by James Watson and Francis Crick in 1953, George Gamow organized the 20-member “RNA Tie Club” to discuss the transmission of information by DNA. Crick, Sydney Brenner, Leslie Barnett, and Richard Watts-Tobin first demonstrated the three bases of DNA code for one amino acid. The decoding of the genetic code was begun by Marshall Nirenberg and Heinrich Matthaei and was completed by Har Gobind Khorana. Then, finally, Brenner, Barnett, Eugene Katz, and Crick placed the last piece of the jigsaw puzzle of life by proving that UGA was a third stop codon. In the mid-1960s, Carl Woese proposed the “stereochemical hypothesis”, which speculated that the genetic code derives from a type of codon–amino acid-pairing interaction. The origin and evolution of the genetic code remains a mystery despite numerous theories and attempts to understand these. In this Special Issue, experts in the field present their thoughts and views on this topic. Because 2016 commemorated the 100th anniversary of the birth of Francis Crick, the Guest Editor of this Special Issue also dedicates all articles included herein to the memory of Francis Crick.

Abstract

Nuclear energy is one of the most important clear energy and contributes more than 10% electric power to human society in the past decades of years. The nuclear thermal hydraulic and two-phase flow is one of the basic branches of nuclear technology and provides structure design and safety analysis to the nuclear power reactors. In the new century, the basic theoretical research of thermal hydraulic and two-phase flow, and innovative design for the next generation nuclear power plants (especially for the small modular reactor and molten salt reactor), along with other nuclear branches, constantly support the development of nuclear technology.

Abstract

Digitisation and tertiarisation have made it difficult to categorise activities as private or work-related. The two notions that have traditionally been used to make that distinction – i.e. place of work and working time – are losing their importance. An increasing number of employees are subject to the phenomenon of blurred boundaries: They set their own hours, work from home or on-the-go. German Social Accident Insurance, however, determines the question of coverage on the allocation of the accident to either the work sphere or the private sphere of the aggrieved party.The book explores the extent to which it is necessary to modernise the way risks are allocated in order to not discriminate against those who have jobs outside of traditional parameters and discusses whether it is still adequate to base allocation mechanisms on the principles of the employers’ business risk and duties of care. By way of extensive dogmatic analysis and a comparison with other systems of risk allocation, the study proposes a modern take on allocating risks with just results for both employers and employees from all fields of work.

Abstract

This book provides comprehensive research findings related to the environmental monitoring of radiation, levels of radioactive nuclides in various environments and dose estimation in residents after the Fukushima nuclear power plant accident caused severe environmental contamination with radioactive nuclides. At the beginning of the book, a technical review written by a leading researcher of nuclear reactor technology explains what happened at the power plant. The review is followed by a commentary from a former member of the International Commission on Radiological Protection, providing the reader with easily understandable information about the concept of radiation dosage. In the main part of the book, a series of scientific reports presents valuable data on the radiation surveys of the environment, environmental radioactivity, transfer models and parameters of radioactive nuclides and dose assessment among residents. These reports present a wide range of findings from the research carried out in a variety of activities by large governmental organizations as well as by small private groups and individuals. The reader thus will find a large collection of valuable and interesting data related to the environmental contamination by radioactive nuclides after the Fukushima accident. Although earlier reports on this issue have been made public, this book is the only publication to fully depict the actual situation by providing comprehensive data obtained by diverse organizations and individuals.
