Abstract

The aim of this scholarly collected work is to contribute to the scientific discourse on public administration in a globalised environment. The book reflects on governance challenges in South Africa and in Africa, with its point of departure being the ‘master narratives’ (the so-called grand debates) such as New Public Management and, specifically, the role of technology. It also reflects on the so-called middle range discourses concerning organisational-level issues in government (e.g. leadership and work procedures) and explores new solutions to old governance challenges like corruption and service delivery. The uniqueness of this collected work lies in its ability to reflect on existing philosophies and practices in an innovative way. Through its multidisciplinary lens, the book opens up a new vision for the future of public administration in the South African context and on the African continent, not neglecting the current local, regional and global environment. Until recently, globalisation was considered an entrenched world order, but international political events during the course of the past few years have resulted in one of the biggest challenges to its endurance in recent history. This includes developments such as the successful referendum in Britain to exit the European Union, highlighting the growth of a severe nationalist and protectionist agenda that may be a signal of the unravelling of the current globalism world order. These developments inspire deeper interrogation of the challenges to effective public administration globally and the ripple effects in South Africa and Africa as a whole. Pointedly, it is evident that ensuring the voice of citizens in policy decision-making remains a critical governance challenge. On the policy front, there are perennial challenges of land reform, service delivery and poverty, while on the governance front, corruption has metastasised with a growing culture of impunity and lack of accountability in leadership. In the midst of growing corruption, and more than 20 years into democracy, South Africa’s income inequality remains one of the highest in the world. This setting constitutes the context of the research outcome published in this scholarly work.

Abstract

The alpine cryosphere including snow, glaciers and permafrost are critical to water management in the Aral Sea Basin (ASB) and larger Central Asia (CA) under changing climate: as they store large amounts of water in its solid forms. Most cryospheric components in the Aral Sea Basin are close to melting point, and hence very vulnerable to a slight increase in air temperature with significant consequences to long-term water availability and to water resources variability and extremes. Current knowledge about different components of cryosphere and their connection to climate in the Basin and in the entire Central Asia, varies. While it is advanced in the topics of snow and glaciers, knowledge on permafrost it rather limited. Observed trends in runoff point in the direction of increasing water availability in July and August at least until mid-century and increasing possibility for water storage in reservoirs and aquifers. However, eventually this will change as glaciers waste away. Future runoff may change considerably after mid-century and start to decline if not compensated by increasing precipitation. Cryosphere monitoring systems are the basis for sound estimates of water availability and water-related hazards associated with snow, glaciers and permafrost. They require a well-distributed observational network for all cryospheric variables. Such systems need to be re-established in the Basin after the breakup of the Soviet Union in the early 1990s. This process is slowly emerging in the region. Collaboration between local operational hydro-meteorological services and academic sector, and with international research networks may improving the observing capabilities in high mountain regions of CA Asia in general and the ASB specifically.

Abstract

Integrated Water Resources Management (IWRM) has become a global paradigm for the governance of surface, coastal and groundwaters. This Special Issue contains twelve articles related to the transfer of IWRM policy principles. The articles explore three dimensions of transfer—causes, processes, outcomes—and offer a theoretically inspiring, methodologically rich and geographically diverse engagement with IWRM policy transfer around the globe. As such, they can also productively inform a future research agenda on the ‘dimensional’ aspects of IWRM governance. Regarding the causes, the contributions apply, criticise, extend or revise existing approaches to policy transfer in a water governance context, asking why countries adopt IWRM principles and what mechanisms are in place to understand the adoption of these principles in regional or national contexts. When it comes to processes, articles in this Special Issue unpack the process of policy transfer and implementation and explore how IWRM principles travel across borders, levels and scales. Finally, this set of papers looks into the outcomes of IWRM policy transfer and asks what impact IWRM principles, once implemented, gave on domestic water governance, water quality and water supply, and how effective IWRM is at addressing critical water issues in specific countries.

Abstract

Accurate solar radiation knowledge and its characterization on the Earth’s surface are of high interest in many aspects of environmental and engineering sciences. Modeling of solar irradiance from satellite imagery has become the most widely used method for retrieving solar irradiance information under total sky conditions, particularly in the solar energy community. Solar radiation modeling, forecasting, and characterization continue to be broad areas of study, research, and development in the scientific community. This Special Issue contains a small sample of the current activities in this field. Both the environmental and climatology community, as the solar energy world, share a great interest in improving modeling tools and capabilities for obtaining more reliable and accurate knowledge of solar irradiance components worldwide. The work presented in this Special Issue also remarks on the significant role that remote sensing technologies play in retrieving and forecasting solar radiation information.

Abstract

This republished Special Issue highlights recent and emergent concepts and approaches to water governance that re-centers the political in relation to water-related decision making, use, and management. To do so at once is to focus on diverse ontologies, meanings and values of water, and related contestations regarding its use, or its importance for livelihoods, identity, or place-making. Building on insights from science and technology studies, feminist, and postcolonial approaches, we engage broadly with the ways that water-related decision making is often depoliticized and evacuated of political content or meaning—and to what effect. Key themes that emerged from the contributions include the politics of water infrastructure and insecurity; participatory politics and multi-scalar governance dynamics; politics related to emergent technologies of water (bottled or packaged water, and water desalination); and Indigenous water governance.

Abstract

Optimization is considered as a decision-making process for getting the most out of available resources for the best attainable results. Many real-world problems are multi-objective or multi-attribute problems that naturally involve several competing objectives that need to be optimized simultaneously, while respecting some constraints or involving selection among feasible discrete alternatives. In this Reprint of the Special Issue, 19 research papers co-authored by 88 researchers from 14 different countries explore aspects of multi-objective or multi-attribute modeling and optimization in crisp or uncertain environments by suggesting multiple-attribute decision-making (MADM) and multi-objective decision-making (MODM) approaches. The papers elaborate upon the approaches of state-of-the-art case studies in selected areas of applications related to sustainable development decision aiding in engineering and management, including construction, transportation, infrastructure development, production, and organization management.
