Abstract

A critical problem in resource-scarce countries across the globe is the shortage of appropriately trained health care providers. According to the World Health Organization, the current global health workforce shortage of 7.2 million providers is estimated to increase to 12.9 million by 2035. This disproportionately affects resource-scarce countries, denying basic health care to millions and limiting access to life-saving treatments. Due to limited resources in these countries, not enough health professionals receive training, few have the opportunity for continuing education, and the ability to develop or implement educational programs and curricula is constrained. Additionally, many existing providers choose to emigrate in pursuit of professional advancement opportunities, contributing to the overall shortage of qualified health care providers in these environments. Efforts to strengthen health workforce capacity not only increases access, safety and availability of care, but is critical to building resilient health systems capable of caring for the world’s neediest populations. This requires not only cultivating new health care providers, but also providing ongoing professional development to retain and support current providers, advancing the level of practice in accordance with current clinical science, cultivating educators, and enhancing training curricula. It is critical also to contribute to the limited body of research documenting the effectiveness and impact of various models of collaborative education and partnership to improve health worker training and retention. This Research Topic examines strategies for building health workforce capacity through the prism of educational partnerships, offering significant examples of effective models of international collaborative education as well as insight and guidance on the structure and operation of successful global partnerships. Collectively, the 31 articles accepted and included in this eBook represent a diversity of health professions and geographies across academic, non-governmental organizations and other global partnership forms. The published manuscripts highlight various elements of partnerships with several consistent themes emerging: capacity building, local empowerment, mutual trust and respect, long-term commitment, equity, collaboration, and the importance of integrating theory and practice, for a balance of academic and clinical development. The manuscripts provide examples of partnership and educational programs that are in the formative, early stages of implementation and others which have been sustained long term, some for decades.The following eBook is divided into two parts, with each part broken down into sections. Part I of the eBook includes 18 manuscripts that showcase long-term educational programs that strongly exemplify multiple, foundational aspects of international partnerships in education including mutual collaboration and project management, empowerment of host partners to lead and sustain programs, and capacity building. While individual manuscripts included in Part I look broadly at multiple aspects of successful, international partnerships in education, Part II manuscripts focus intently on one-two elements. Part II includes 13 articles that highlight partnership through short- rather than long-term educational initiatives as well as program development and broad academic partnerships.This Research Topic was sponsored by Health Volunteers Overseas – a United States based non-profit that collaborates with over eighty international universities and health institutions to send volunteer health professionals to low-resource countries to provide continuing education, train the trainer courses, professional support, and consultation on academic program and curricula development.

Abstract

Knowledge, democracy and action is based on a three-year international comparative study undertaken by the Global Alliance on Community Based Research and supported by the UNESCO Chair in Community Based Research and Social Responsibility in Higher Education. It provides evidence from twenty case studies around the world on the power and potential of community and higher education based scholars and activists working together in the co-creation of transformative knowledge. The book draws on the experience and insights of thirty-seven scholars and practitioners from the Global South and North. Opening with a theoretical overview of knowledge, democracy and action, the book is followed by analytical chapters providing lessons learned and capacity building in the north and the south, on the theory and practice of community university research partnerships, models of evaluation, approaches to measuring the impact and an agenda for future research and policy recommendations.

Abstract

Die Dissertation ist an der Schnittstelle von Betriebswirtschaftslehre und Entwicklungsökonomie angesiedelt. Basierend auf einem Multimethodenansatz werden jeweils zwei Fallstudien in Vietnam und auf den Philippinen aus beiden Perspektiven dargestellt. Der entwicklungsökonomische Teil der Arbeit umfasst die Darstellung von Good Governance und Global Governance. Anschließend werden die Auswirkungen von ausländischen Direktinvestitionen und von Energie- und Straßeninfrastruktur auf Wirtschaftswachstum und Armutsreduktion diskutiert. Ein weiterer Schwerpunkt liegt auf der Darstellung von Public Private Partnerships. Keine Fallstudie liefert einen direkten langfristigen Beitrag zur Armutsreduktion, aber sie tragen zum Wirtschaftswachstum bei. Zusammenfassend kann festgehalten werden, dass die positiven Auswirkungen von privat finanzierter Infrastruktur auf die Armutsreduktion überschätzt werden.

Abstract

Public Private Partnerships (PPPs) erfreuen sich in Deutschland wachsender Beliebtheit. Im Rahmen dieser Arbeit wird unter Berücksichtigung kameralistischer und doppischer Haushaltsführung betrachtet, ob die aus ihnen resultierenden Verbindlichkeiten in den öffentlichen Haushalten ausreichend transparent dargestellt werden und ob PPPs in Widerspruch zu den Verschuldungsregeln nach Art. 115 GG, Maastricht und der neuen Schuldenbremse stehen. Als Ergebnis bleibt festzuhalten, dass die transparente Darstellung der Verbindlichkeiten zwar leidet, aus schuldenrechtlicher Sicht allerdings nichts gegen die Durchführung von PPPs einzuwenden ist. Denn schließlich ergeben sich Anlässe zur Kritik aus aufgezeigten Schwächen des Haushalts- und Verschuldungsrechts, welche allerdings nicht zur Argumentation gegen die Durchführung von PPPs herangezogen werden sollten, wenn diese dazu dienen, öffentliche Leistungen wirtschaftlicher zu erbringen.

Abstract

Voluntary sustainability standards (VSS) and other private governance instruments (e.g., Fair Trade, Forest Stewardship Council, Fair Wear Foundation, GLOBALGAP) are increasingly regulating global production processes and economic activities. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public&ndash;private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private&ndash;public interactions, the design of public&ndash;private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public&ndash;private forms of governance. Abstract

Current efforts to limit the ravages of schistosomiasis are pushing the world closer to eliminating a chronic infection that has been associated with human life in the tropics since time immemorial. This notwithstanding, the disease remains a scourge for large populations in sub-Saharan Africa, Latin America, and Southeast Asia, and the main part of this book is made up by papers dealing with its current distribution, discussing ways and means to establish and implement improved control approaches. While chemotherapy limits the symptoms caused by schistosomiasis, the number of infected people will not decrease until the parasite's life cycle is interrupted. To that end, some papers focus on the intermediate snail host, which is notoriously difficult to control, while others discuss human hygiene and sanitation. The latter approach not only prevents infection through avoiding people being infected from the snail, but more importantly, also stops people infecting the snail by leaving contagious feces and urine in nature. With morbidity reduced by chemotherapy, the immediate target now is the interruption of transmission to be achieved by new tools, such as the novel chemotherapies, improved diagnostics (for humans, animals, and snails), and vaccines discussed in several of the papers. As made clear in this book, a complex infection requires new tools as well as work on many fronts, above all; however, a clear idea is needed as to how to skillfully combine the tools available and sustain implemented control activities.

Abstract

Higher education institutions (HEIs) have a unique role and responsibility for the future and for driving the development of a sustainable society. HEIs are charged with the task of fostering sustainability in the leaders of tomorrow, developing solutions and methods for addressing a sustainable future and ensuring that knowledge is contributed to society. HEIs must also ensure that their everyday operations and practices are consistent with a sustainable future, and that they work toward holistically integrating sustainability into both the mission of a university and its daily tasks. This Special Issue builds on papers presented during the 2018 International Sustainable Campus Network Conference and also includes other contributions. The articles reflect the many aspects of sustainability in higher education institutions and illustrate innovation in approach, outcomes, and impact. The papers cover a range of perspectives on sustainability both on and around campuses. These include organization and management issues, networking and city partnership themes, and metrics and indicators related to sustainable development goals. The Special Issue also includes papers on education, student involvement, and gender issues. Select articles include results from surveys and desktop research; others depict approaches on experimentation, living labs, and action research.
