Abstract

Abstract

Participatory development and government accountability depend in part on the existence of media that provide broad access to information from varied sources and that equip and encourage people to raise and debate issues and develop public opinion. Conducive policies, laws, and regulations are essential for media to develop that are independent and widely accessible and that enable the expression of diverse perspectives and sources of information. Broadcasting, Voice, and Accountability presents a framework to inform analysis of existing policies and support the development of a vigorous media sector, with a particular emphasis on broadcasting. It focuses on broadcasting because that is the medium with the greatest potential to reach and involve society at large, including the most disadvantaged and illiterate segments of society in developing countries. Information on good practices in broadcasting policy is in demand in countries of every region—particularly in countries that are opening their economies, democratizing, and decentralizing public service delivery. This book provides development practitioners with a wide overview of the key policy and regulatory issues involved in supporting freedom of information and expression and enabling development of a pluralistic, independent, and robust broadcasting sector. Policy, regulation, capacity, and institutional development are important development levers that shape the ownership, content, and social impacts of broadcasting systems. The guide shows the importance of enabling a mix of ownership and uses, commonly classified in terms of commercial, public service, and community broadcasting, that serves the public interest. With the guidance of this book, broadcasting policy and regulation can be tackled as a mainstream development topic, with important consequences for government transparency, government accountability, and enabling disadvantaged constituencies to voice their concerns and press for action. This book is the World Bank's first publication presenting good practices from around the world in media and broadcasting policy and regulation and complements existing work in governance, public sector reform, and access to information. It is a useful tool for policymakers, reform managers, development practitioners, and students alike.

Following a historical as well as legal classification, this thesis considers the legal relationship of members with Christian, Jewish and Islamic communities in Germany.

Abstract

This anthology, inspired by Voltaire’s advice that a text needed to be concise to have real influence, contains firey extracts from forty different authors, from the philosophers everyone’s heard of to those whose brilliant writings are less well-known. They are immensely diverse in style and topic, but all have in common their passionate commitment to equality, freedom, and tolerance, and every single one resonates powerfully with the issues our world faces today. The book was first published by the Société française d’étude du dix-huitième siècle (the French Society for Eighteenth-Century Studies) in the wake of the Charlie Hebdo assassinations in January 2015 as a mark of solidarity, and as a response to the wide-spread interest in Enlightenment values. With the support of the British Society for Eighteenth-Century Studies, it has now been translated by 102 French students and tutors from Oxford University.

Abstract

Understandings of freedom are often discussed in moral, theological, legal and political terms, but they are not often set in a historical perspective, and they are even more rarely considered within their specific language context. From Homeric poems to contemporary works, the author traces the words that express the various notions of freedom in Classical Greek, Latin, and medieval and modern European idioms. Examining writers as varied as Plato, Aristotle, Luther, La Boétie, Hobbes, Rousseau, Kant, Stirner, Nietzsche, and Foucault among others, this theoretical mapping shows old and new boundaries of the horizon of freedom. The book suggests the possibility of transcending these boundaries on the basis of a different theorization of human interactions, which constructs individual and collective subjects as processes rather than entities. This construction shifts and disseminates the very locus of freedom, whose vocabulary would be better recast as a relational middle path between autonomous and heteronomous alternatives.

Abstract

This book argues that the Burmese military regime has always favoured an isolationist-type policy that finds its grassroots in Ne Win’s autarchic and xenophobic era as well as in Burma’s royal traditions, but without being completely cut off from the outside world. This policy approach is well suited to the Burmese authoritarian state which boasts an important strategic position in the region. In the past decade, the politics of “isolationism without isolation” has been skilfully developed by Burma’s military elite in order to preserve itself from both internal and external threats. Since the Depayin crackdown in May 2003, every step the Burmese junta has taken indicates that it has been consciously defining both its foreign policy and its internal political agenda according to these isolationist tendencies, as the recent fallbacks that followed the “Saffron Revolution” (September 2007) and the Cyclone Nargis (May 2008) illustrate. Not only does the military regime tend to strategically withdraw itself from the regional scene, by choosing only a few but crucial diplomatic and commercial partners like China, India, Singapore, Russia or Thailand, but it also gradually isolates itself from the rest of the Burmese society, by opting for a strategic and nationalist entrenchment which was perfectly highlighted by the purge of the pragmatic Military Intelligence Services (2004), the transfer of the capital to Naypyidaw (2005) and the strict control over the transitional process initiated by its own “Road Map towards a disciplined democracy” and undisrupted by the recent crises.

Abstract

"This volume centers around two trends that currently influence freedom of expression. The first trend confirms the fact that many Western countries have become, over a long period of time, less strict about sacrilegious expression. In the process, many repealed their blasphemy laws or became less harsh in their punishment of blasphemy, hence “the fall of blasphemy law”. The second trend manifests an opposite movement, hence “the rise of blasphemy law”. Over the last decades, namely, Western societies have witnessed multiple attempts to suppress speech that defames religion. To be sure, one particularly vicious way of re-energizing these interdicts against blasphemy has come from radical believers intent upon removing blasphemy from the public domain by violent means. "
