Abstract

Nachhaltigkeit ist allgegenwärtig. Der Begriff erscheint in politischen Debatten, in den Medien, in Unternehmensphilosophien und im Supermarkt. In Folge erscheint der Begriff Nachhaltigkeit unscharf und beliebig. Auch in der Wissenschaft existieren unterschiedliche Konzepte und Definitionen, doch diesen gemeinsam ist die Idee von Dauerhaftigkeit, die auf die Forschungsobjekte bezogen wird. Der vorliegende Band versucht „Nachhaltigkeit“ in der Geschichte aufzuspüren. Er folgt der Frage, ob und wie Menschen in der Vergangenheit die eigenen Bedürfnisse an Ressourcen befriedigten und gleichzeitig Rücksicht auf zukünftige Generationen nahmen. Das Buch öffnet dabei ein breites Spektrum an Fallbeispielen, die von den antiken Griechen bis zu Debatten über den Schutz des Waldes im 20. Jahrhundert reichen und neben der Geschichtswissenschaft auch die Archäologie, die Literaturwissenschaft und die Ökologie einbeziehen. Der Sammelband beruht auf Vorträgen, die im Rahmen der zentralen Ringvorlesung des Sommersemesters 2018 an der Universität Göttingen gehalten wurden.

Abstract

Driven by the Ohrid Framework Agreement (OFA), decentralisation in Macedonia is a policy choice for spurring national cohesion rather than an economic instrument for the more efficient delivery of services. The OFA resulted in a new Macedonian Constitution with policies related to the decentralisation process and equitable representation of communities. This book aims first to estimate the spending efficiency of Macedonian municipalities in service delivery from their own resources and, second, to ascertain the determinants of that efficiency. The ethnic fragmentation of municipalities is taken into account as a possible determinant of efficiency, which represents a novelty in such types of studies. We employ the DEA-VRS, Kernel and SFA estimation techniques to control for the robustness of our estimates. Our findings show that on average Macedonian municipalities exhibit low efficiency in service delivery, although there are significant variations among municipalities. The ethnic fragmentation of municipalities together with the population density, own tax revenues and political affiliation of the mayor with the leading political coalition at the state level explain differences in their efficiencies. More fragmented municipalities tend to be less efficient when providing services to citizens.

Abstract

Urban heat islands are a new type of microclimatic phenomenon that causes a significant increase in the temperature of cities compared to surrounding areas. The phenomenon has been enforced by the current trend towards climate change. Although experts consider urban heat islands an urgent European Union public health concern, there are too few policies that address it. The EU carried out a project to learn more about this phenomenon through pilot initiatives. The pilots included feasibility studies and strategies for appropriately altering planning rules and governance to tackle the problem of urban heat islands. The pilots were carried out in eight metropolitan areas: Bologna/Modena, Budapest, Ljubljana, Lodz, Prague, Stuttgart, Venice/Padova, and Vienna. The feasibility studies carried out in these pilot areas focused on the specific morphology of EU urban areas, which are often characterised by the presence of historical old towns.

Abstract

The purpose of this work is to provide a critical presentation and some extensions of two perspectives of informational efficiency: On the one hand the neoclassical perspective or «arithmomorphic approach» explains efficiency in terms of a concept mainly based on an explicit economic theory. On the other hand, in the Austrian perspective or «causal genetic approach» attention is drawn to the entrepreneurial element of human decision making related to an arbitrage theory of profit which is not traced back to anonymous market forces but rather to incessant discovery of information guided by entrepreneurial alertness.

Abstract

The overarching aim of this open access book is to present self-contained theory and algorithms for investigation and prediction of electric demand peaks. A cross-section of popular demand forecasting algorithms from statistics, machine learning and mathematics is presented, followed by extreme value theory techniques with examples. In order to achieve carbon targets, good forecasts of peaks are essential. For instance, shifting demand or charging battery depends on correct demand predictions in time. Majority of forecasting algorithms historically were focused on average load prediction. In order to model the peaks, methods from extreme value theory are applied. This allows us to study extremes without making any assumption on the central parts of demand distribution and to predict beyond the range of available data. While applied on individual loads, the techniques described in this book can be extended naturally to substations, or to commercial settings. Extreme value theory techniques presented can be also used across other disciplines, for example for predicting heavy rainfalls, wind speed, solar radiation and extreme weather events. The book is intended for students, academics, engineers and professionals that are interested in short term load prediction, energy data analytics, battery control, demand side response and data science in general.

Abstract

Communicative efficiency can be measured with conventions. Besides linguistic means, pictures and diagrams are also an expression of such conventions. In the practice of technical editing, this refers to multimodal text types with technical language elements, photographs, technical drawings, various types of diagrams, etc. Alexander Holste uses the example of the text type specification sheet to show how an inter-disciplinary team of engineers, lawyers, business economists, etc. negotiates these conventions. The different, technically justified ideas of the text type conventions, especially with regard to the choice of multimodal means of expression, become clearly apparent. Requirement specifications are created in the context of the tendering of public contracts by public authorities. Since such contracts represent an important field of work for the companies involved, the efficient design of the specifications is highly relevant from a business management point of view. Alexander Holste, Dr. phil., studied German as well as business administration in Essen and Turin and headed the technical editorial department of a public transport company before he started teaching professional and scientific writing at the University of Duisburg-Essen in 2009, especially for engineering scientists. His research interests lie in the fields of semiotics, text linguistics, technical communication and writing didactics.&#xD;

Abstract

Over the past few decades, water policies have undergone significant changes in many countries, notably due to the development of national and international political, social, and environmental issues, including globalization, trade liberalization, institutional and legal requirements, changing standards of living, management practices, and technological innovation. Policy changes include both “high level” views about water status and practical instruments, in particular with an emphasis on integrated basin management and economic policy instruments. A relevant part of the water policy literature addresses this topic, mainly as an issue related to environmental conservation. However, water remains a major productive factor, particularly in agriculture. This role is made even more prominent in light of economic crises, increased competition across markets and climate change, as well as fossil energy limitations, which also highlight the water–energy nexus as a key resource issue for future economic viability. The delay, in the past, in recognizing the economic consequences of a limited water supply, and in decoupling economic development from water demand and supply, has resulted in a water-dependent growth model, currently threatened by increasing scarcity and droughts. Consequently, there is now an urgent need for new perspectives for promoting a more sustainable and efficient use of water resources. This calls for, on the one hand, a comprehensive understanding of water efficiency and productivity and, on the other hand, an investigation of the linkages among economic sectors to illustrate trade-offs in water reallocations. In addition, this also points to the need to study the institutional innovations and economic evaluation instruments that are able to better assess policy performance and provide evidence for improved mechanism designs aimed specifically at water efficiency and productivity.

Abstract

International research has confirmed that the built environment is the most promising sector for a rapid transition to sustainability. In this scenario, many examples of sustainable urban environments are showing the advantages of sustainability. Meanwhile, an increasing request for tools to assess their sustainability is recorded. The assessment of sustainability of the built environment is an essential step toward its promotion. However, large difficulties exist creating useful and measurable assessment indicators since sustainability is time- and location-dependent. Meanwhile, the need to assess both products and processes for sustainable buildings has been considered particularly important for a sector as inertial as that of the built environment. This books contains ten recently published papers in the Special Issue about "Sustainability assessments of buildings". The demand for this Special Issue raised from the floor, as more and more papers dealing with this topic were submitted to Sustainability in the last few months. The need to collect the recent research in this field became evident, and the respond to the call showed the high attention of the scientific community towards this topic. A selection of ten papers among those published in the special issue will guide the reader thorough the variety of approaches in sustainability assessments of buildings and their main challenges.
