Abstract

In the event of large crises (earthquakes, typhoons, floods, ...), a primordial task of the fire and rescue services is the search for human survivors on the incident site. This is a complex and dangerous task, which - too often - leads to loss of lives among the human crisis managers themselves. This book explains how unmanned search can be added to the toolkit of the search and rescue workers, offering a valuable tool to save human lives and to speed up the search and rescue process. The introduction of robotic tools in the world of search and rescue is not straightforward, due to the fact that the search and rescue context is extremely technology-unfriendly, meaning that very robust solutions, which can be deployed extremely quickly, are required. Multiple research projects across the world are tackling this problem and in this book, a special focus is placed on showcasing the results of the European Union ICARUS project on this subject. The ICARUS project proposes to equip first responders with a comprehensive and integrated set of unmanned search and rescue tools, to increase the situational awareness of human crisis managers, so that more work can be done in a shorter amount of time. The ICARUS tools consist of assistive unmanned air, ground, and sea vehicles, equipped with victim-detection sensors. The unmanned vehicles collaborate as a coordinated team, communicating via ad hoc cognitive radio networking. To ensure optimal human-robot collaboration, these tools are seamlessly integrated into the command and control equipment of the human crisis managers and a set of training and support tools is provided to them in order to learn to use the ICARUS system.

Abstract

Due to decades of systematic work in aerial archaeology a preliminary master plan of the ancient remains of Roman Carnuntum, that remain hidden beneath the ground, could be made. This plan shows archaeological structures that extend over several square kilometers of the densely built-up area, which include the canabae and features related to the water supply. When viewed together with the published research of older excavations, a reassessment of the previous state of research was carried out and a model of the canabae was developed.

Abstract

With a wide spectrum of imaging capabilities, Earth observation offers several opportunities for the geoscience community to map and monitor natural and human-induced Earth hazards from space. The objective of this book is to collect scientific contributions on the development, validation, and implementation of satellite data, processing methods, and applications for mapping and monitoring of geohazards such as slow moving landslides, ground subsidence and uplift, and active and abandoned mining-related ground movements.The book includes research papers published in the Special Issue "Observing Geohazards from Space" of Geosciences, which provides a number of novel case studies demonstrating how Earth observation and remote sensing data can be used to detect and delineate land instability and geological hazards in different environmental contexts and using a range of spatial resolutions and image processing methods.

Abstract

"This chapter explores the leadership practices of Mission Commanders. The major focus is on key features in leadership practices that contribute to effective samhandling in the execution of Composite Air Operations and handling of unexpected events. “Aerial warfare” is the term used to describe the use of military aircraft and other aeronautical equipment in warfare. Air power has become the preferred instrument for politicians and commanders to achieve strategic and operational objectives across a spectrum of conflicts, ranging from humanitarian aid to combat action. Air campaigns like OD/UP and MINUSMA are conducted through a series of parallel and sequential Composite Air Operations (COMAO). COMAO is the term used when dissimilar types of aircraft interact in coordinated actions to achieve defined military objectives within a given time and geographical area. The study indicates that joint practice and a joint process for learning and leadership play vital roles in the successful conduct of COMAO in war. Joint practice during exercises like RED FLAG provides the opportunity to develop the interactional skills that are needed in modern aerial warfare. Important principles in joint practice are that you train as you fight, you experience a progression in challenge and that all participants participate in the exchange of ideas and lessons learned."

Abstract

The Blitz Companion offers a unique overview of a century of aerial warfare, its impact on cities and the people who lived in them. It tells the story of aerial warfare from the earliest bombing raids and in World War 1 through to the London Blitz and Allied bombings of Europe and Japan. These are compared with more recent American air campaigns over Cambodia and Vietnam in the 1960s and 1970s, the NATO bombings during the Balkan Wars of the 1990s and subsequent bombings in the aftermath of 9/11. Beginning with the premonitions and predictions of air warfare and its terrible consequences, the book focuses on air raids precautions, evacuation and preparations for total war, and resilience, both of citizens and of cities. The legacies of air raids, from reconstruction to commemoration, are also discussed. While a key theme of the book is the futility of many air campaigns, care is taken to situate them in their historical context. The Blitz Companion also includes a guide to documentary and visual resources for students and general readers. Uniquely accessible, comparative and broad in scope this book draws key conclusions about civilian experience in the twentieth century and what these might mean for military engagement and civil reconstruction processes once conflicts have been resolved.

Abstract

The characteristics and abilities of autonomous drones pose major chal­lenges for liability law. Nowadays only personal injury and damage to property on the ground are covered by strict liability (Art. 64 para. 1 Swiss Aviation Act). Injured parties are in danger of being left without legal pro­tection in the event of mid-air collisions, as claims for damages cannot be asserted on the basis of erroneous decisions by an algorithm, either through liability for wilful or negligent wrongdoing (Art. 41 para. 1 Swiss Code of Obligations) or product liability. The same applies to purely pecu­niary loss. The question of liability for wilful or negligent wrongdoing arises only if duties of care were violated when using autonomous drones. Such duties of care may ensue from permit and operating regulations. Currently autonomous flights without the possibility of direct control and beyond a pilot’s field of vision are allowed only with special permits. As international efforts show, such barriers will come down in future. Appropriate licensing and operating regulations as described in this dissertation will therefore be required. At the same time it will be necessary to extend strict liability under aviation law for unmanned aircraft that are not steered by a pilot to damage in the event of mid-air collisions and to purely pecuniary damage. The specific legal formulations and their legislative implementation are proposed and discussed here for this purpose.
