Abstract

"Many efforts have been undertaken to address dysfunctional security sector governance in West Africa. However, security sector reform (SSR) has fallen short of radical – transformational – change to the fundamental structures of power and governance in the region. Looking more closely at specific examples of SSR in six West African countries, Learning from West African Experiences in Security Sector Governance explores both progress and reversals in efforts by national stakeholders and their international partners to positively influence security sector governance dynamics. Written by eminent national experts based on their personal experiences of these reform contexts, this study offers new insights and practical lessons that should inform processes to improve democratic security sector governance in West Africa and beyond. This book is written in French: De nombreux efforts ont été déployés afin d’améliorer la gestion défaillante du secteur de la sécurité en Afrique de l’Ouest. Abstract

In the climate of isolationism, nativism, democratic expansion of civic rights, and consumerism that America experienced after the First World War, Italian-born movie star Rudolph Valentino and Italy’s dictator, Benito Mussolini, became surprisingly appealing emblems of authoritarian male power. Drawing on extensive research in the United States and Italy, Bertellini’s work shows how the political and erotic popularity of Valentino, the Divo, and Mussolini, the Duce, was not just the result of spontaneous popular enthusiasm. Instead, Bertellini argues, it also depended on the efforts of public opinion managers, including publicists, journalists, and even ambassadors. As such, the fame of the Divo and the Duce reveals both the converging publicity work undertaken in Hollywood and Washington since the Great War and the extent to which their foreignness was put to work in managing postwar anxieties about democratic governance. Beyond the democratic celebrations of the Jazz Age, this promotion of charismatic masculinity, while short-lived, inaugurated the now-familiar convergence of popular celebrity and political authority.

Abstract

This open access book explores how digital tools and social media technologies can contribute to better participation and involvement of EU citizens in European politics. By analyzing selected representative e-participation projects at the local, national and European governmental levels, it identifies the preconditions, best practices and shortcomings of e-participation practices in connection with EU decision-making procedures and institutions. The book features case studies on parliamentary monitoring, e-voting practices, and e-publics, and offers recommendations for improving the integration of e-democracy in European politics and governance. Accordingly, it will appeal to scholars as well as practitioners interested in identifying suitable e-participation tools for European institutions and thus helps to reduce the EU’s current democratic deficit. Abstract

This open access book discusses the relationship between periodicals, tourism, and nation-building in Mexico. It enquires into how magazines, a staple form of the promotional apparatus of tourism since its inception, articulated an imaginative geography of Mexico at a time when that industry became a critical means of economic recovery and political stability after the Revolution. Notwithstanding their vogue, popularity, reach, and close affiliations to commerce and state over several decades, magazines have not received any sustained critical attention in the scholarship on that period. This book aims to redress that oversight. It argues that illustrated magazines like Mexican Folkways (1925–1937) and Mexico This Month (1955–1971) offer rich and compelling materials in that regard, not only as unique tools for interrogating the ramifications of tourism on the country’s reconstruction, but as autonomous objects of study that form a vital if complex part of Mexico’s visual culture.

Abstract

This open access book looks at how a democracy can devolve into a post-factual state.The media is being flooded by populist narratives, fake news, conspiracy theories and make-believe. Misinformation is turning into a challenge for all of us, whether politicians, journalists, or citizens. In the age of information, attention is a prime asset and may be converted into money, power, and influence – sometimes at the cost of facts. The point is to obtain exposure on the air and in print media, and to generate traffic on social media platforms. With information in abundance and attention scarce, the competition is ever fiercer with truth all too often becoming the first victim.Reality Lost: Markets of Attention, Misinformation and Manipulation is an analysis by philosophers Vincent F. Hendricks and Mads Vestergaard of the nuts and bolts of the information market, the attention economy and media eco-system which may pave way to postfactual democracy. Here misleading narratives become the basis for political opinion formation, debate, and legislation. To curb this development and the threat it poses to democratic deliberation, political self-determination and freedom, it is necessary that we first grasp the mechanisms and structural conditions that cause it.

Abstract

For functioning well, the media need democracy as much as democracy needs the media. This is the starting point of this analysis of the delicate relation between the news media and democracy which is well defined in constitutional terms both in the European Convention on Human Rights and in national legislation. The relation is best described as social contract – to the benefit of freedom of speech and editorial independence, but also to sound governance of the state and other powerholders in society. Notably, different models of democracy correspond to different roles of the media. In any case, however, media policy is requested to respect media freedom. The Internet, as well as social and networked media require policy answers to challenges such as data protection, content blocking and surveillance. The authors conclude that media policy tools need to be developed along the all-digital media future.
