Abstract

Neuromorphic engineering has just reached its 25th year as a discipline. In the first two decades neuromorphic engineers focused on building models of sensors, such as silicon cochleas and retinas, and building blocks such as silicon neurons and synapses. These designs have honed our skills in implementing sensors and neural networks in VLSI using analog and mixed mode circuits. Over the last decade the address event representation has been used to interface devices and computers from different designers and even different groups. This facility has been essential for our ability to combine sensors, neural networks, and actuators into neuromorphic systems. More recently, several big projects have emerged to build very large scale neuromorphic systems. The Telluride Neuromorphic Engineering Workshop (since 1994) and the CapoCaccia Cognitive Neuromorphic Engineering Workshop (since 2009) have been instrumental not only in creating a strongly connected research community, but also in introducing different groups to each other’s hardware. Many neuromorphic systems are first created at one of these workshops. With this special research topic, we showcase the state-of-the-art in neuromorphic systems.

Abstract

Börsengänge (IPOs) gewinnen trotz ihrer ausgeprägten Zyklik sowohl für Unternehmen als auch für Investoren immer mehr an Bedeutung. Spätestens seit dem Börsengang der Deutschen Telekom im Jahr 1996 und dem Aufstieg und Fall des Neuen Marktes sind sie auch in Deutschland einem breiten Publikum bekannt. Von dieser öffentlichen Aufmerksamkeit können Unternehmen profitieren. Der in dieser Arbeit entwickelte konzeptionelle Analyserahmen ermöglicht erstmals eine grundlegende und umfassende Auseinandersetzung mit der praxisrelevanten Frage, unter welchen Bedingungen und mit welchen Maßnahmen Unternehmen durch einen Börsengang ihren Bekanntheitsgrad und ihr Image signifikant verbessern können. Eine besondere Rolle spielen dabei weit über dem historischen Mittel von 15% liegende Zeichnungsrenditen.

Abstract

2013 was the 80th year of the takeover of power by the National Socialists in 1933, the 75th year of the Reichspogromnacht" on 9 November 193, and the 70th year of the air raids on Hamburg by allied groups known as ""Operation Gomorrha"" in the summer of 1943. With the slogan ""Hamburg remembers 2013"", a large number of commemoration ceremonies were held. The University of Hamburg was involved in the program of events during the commemorative year through several of its institutions. For its central event, it chose the reference date of 7 April 1933, the day on which the ""Law on the Restoration of Professional Officials"" came into force - the basis for the dismissals of ""non-Aryan"" and politically undesirable university teachers in Germany. This volume brings together the four speeches given at the event on 8 April 2013. The commemoration ceremony on April 8,2013 and its documentation are part of a thirty-year-long intensive engagement of the University of Hamburg with its history in the ""Third Reich"" - a confrontation that has to be continued and revived over and over again over the course of generations."

Abstract

How can the Web be made situation-aware? Event processing is a suitable technology for gaining the necessary real-time results. The Web, however, has many users and many application domains. Thus, we developed multi-schema friendly data models allowing the re-use and mix from diverse users and application domains. Furthermore, our methods describe protocols to exchange events on the Web, algorithms to execute the language and to calculate access rights.

Abstract

Alors qu’à la faveur de la multiplication des festivals, des arts de la rue et des spectacles hors les murs, l’événementiel a pris une place importante dans le paysage culturel français, un essai de typologie des événements établie à partir de l’observation de plusieurs cas propose de retenir cinq critères (artistique, public, lieu, temps, rareté) pour caractériser l’événementiel culturel. L’étude souligne le lien entre projet artistique et territoire et rappelle le rôle culturel et social que peuvent jouer les événements culturels, raison pour laquelle les collectivités locales les privilégient pour affirmer une identité culturelle.

Abstract

»Event« und »Edutainment« spielen eine zunehmend wichtige Rolle bei der Vermittlungsarbeit in Museen. Abstract

Economic losses from disasters are now reaching an average of US$250–$300 billion a year. In the last 20 years, more than 530,000 people died as a direct result of extreme weather events; millions more were seriously injured. Most of the deaths and serious injuries were in developing countries. Meanwhile, highly infectious diseases will continue to emerge or re-emerge, and natural hazards will not disappear. But these extreme events do not need to turn into large-scale disasters. Better and faster responses are possible. The authors contend that even though there is much generosity in the world to support the responses to and recovery from natural disasters, the current funding model, based on mobilizing financial resources after disasters take place, is flawed and makes responses late, fragmented, unreliable, and poorly targeted, while providing poor incentives for preparedness or risk reduction. The way forward centres around reforming the funding model for disasters, moving towards plans with simple rules for early action and that are locked in before disasters through credible funding strategies—all while resisting the allure of post-disaster discretionary funding and the threat it poses for those seeking to ensure that disasters have a less severe impact.

Abstract

Abstract

This book explores possible and impossible word meanings, with a specific focus on the meanings of verbs. It adopts the now common view that verb meanings consist at least partly of an event structure, made up of an event template describing the verb’s broad temporal and causal contours that occurs across lots of verbs and groups them into semantic and grammatical classes, plus an idiosyncratic root describing specific, real world states and actions that distinguish verbs with the same template. While much work has focused on templates, less work has addressed the truth conditional contributions of roots, despite the importance of a theory of root meaning in fully defining the predictions event structural approaches make. This book addresses this lacuna, exploring two previously proposed constraints on root meaning: The Bifurcation Thesis of Roots, whereby roots never introduce the meanings introduced by templates, and Manner/Result Complementarity, which has as a component that roots can describe either a manner or a result state but never both at the same time. Two extended case studies, on change-of-state verbs and ditransitive verbs of caused possession, show that neither hypothesis holds, and that ultimately there may be no constraints on what a root can mean. Nonetheless, the book argues that event structures still have predictive value, and it presents a new theory of possible root meanings and how they interact with event templates that produces a new typology of possible verbs, albeit one where not just templates but also roots determine systematic semantic and grammatical properties.

Abstract

Research on radiation-tolerant electronics has increased rapidly over the past few years, resulting in many interesting approaches to modeling radiation effects and designing radiation-hardened integrated circuits and embedded systems. This research is strongly driven by the growing need for radiation-hardened electronics for space applications, high-energy physics experiments such as those on the Large Hadron Collider at CERN, and many terrestrial nuclear applications including nuclear energy and nuclear safety. With the progressive scaling of integrated circuit technologies and the growing complexity of electronic systems, their susceptibility to ionizing radiation has raised many exciting challenges, which are expected to drive research in the coming decade. In this book we highlight recent breakthroughs in the study of radiation effects in advanced semiconductor devices, as well as in high-performance analog, mixed signal, RF, and digital integrated circuits. We also focus on advances in embedded radiation hardening in both FPGA and microcontroller systems and apply radiation-hardened embedded systems for cryptography and image processing, targeting space applications.
