Abstract

"The UK’s Changing Democracy presents a uniquely democratic perspective on all aspects of UK politics, at the centre in Westminster and Whitehall, and in all the devolved nations. The 2016 referendum vote to leave the EU marked a turning point in the UK’s political system. In the previous two decades, the country had undergone a series of democratic reforms, during which it seemed to evolve into a more typical European liberal democracy. The establishment of a Supreme Court, adoption of the Human Rights Act, Scottish, Welsh and Northern Irish devolution, proportional electoral systems, executive mayors and the growth in multi-party competition all marked profound changes to the British political tradition. Brexit may now bring some of these developments to a juddering halt. The UK’s previous ‘exceptionalism’ from European patterns looks certain to continue indefinitely. ‘Taking back control’ of regulations, trade, immigration and much more is the biggest change in UK governance for half a century. It has already produced enduring crises for the party system, Parliament and the core executive, with uniquely contested governance over critical issues, and a rapidly changing political landscape. Other recent trends are no less fast-moving, such as the revival of two-party dominance in England, the re-creation of some mass membership parties and the disruptive challenges of social media. In this context, an in-depth assessment of the quality of the UK’s democracy is essential. Each of the 2018 Democratic Audit’s 37 short chapters starts with clear criteria for what democracy requires in that part of the nation’s political life and outlines key recent developments before a SWOT analysis (of strengths, weaknesses, opportunities and threats) crystallises the current situation. A small number of core issues are then explored in more depth. Set against the global rise of debased semi-democracies, the book’s approach returns our focus firmly to the big issues around the quality and sustainability of the UK’s liberal democracy."

Abstract

This open access book discusses how national citizenship is being transformed by economic, social and political change. It focuses on the emergence of global markets where citizenship is for sale and on how new reproduction technologies impact citizenship by descent. It also discusses the return of banishment through denationalisation of terrorist suspects, and the impact of digital technologies, such as blockchain, on the future of democratic citizenship. The book provides a wide range of views on these issues from legal scholars, political scientists, and political practitioners. It is structured as a series of four conversations in which authors respond to each other. This exchange of arguments provides unique depth to current debates about the future of citizenship.

Abstract

"Thirty years after Chomsky and Herman elaborated the Propaganda Model this title aims to introduce a new generation of readers to it. It presents cutting-edge research demonstrating the model’s general validity as well as new attempts – in the light of digital media and 21st century politics – to critically update, expand, and refine it. International researchers thus analyse the continuities and new developments in media Environments throughout various regions of the world. Part I addresses the theoretical and methodological dimensions of the PM beginning with an interview with Edward Herman on the model itself. Part II reflects on propaganda as a concept and practice within new mediated digital communications systems and interfaces. Applications of the Propaganda Model are featured in Part III notably new forms of media and content not previously analysed within it: the entertainment industries through the analysis of television, professional sports, Hollywood movies and videogames using quantitative and qualitative research methods. The last section presents case studies of corporate media and reporting practices as reflections of elite power. An extensive re-visioning of the PM this book concludes by identifying the fundamental dimensions of the model, the key modifications and expansions that are suggested—such as the inclusion of new filters—whilst assessing the model’s overall value for conducting research in different geographical contexts and media systems and products."

Abstract

With the rapid increase in the implementation of e-Government in Africa and across the world, the need to investigate the key bottlenecks (issues) caused by the failure of a large number of e-Government projects cannot be ignored. The main purpose of this book is to contribute to the current scholarly and intellectual discourse on different aspects of e-Government such as understanding the critical issues in design, implementation and monitoring. This book specifically intends to bring out contextual issues that hugely impact on the probability for e-Government failure or success. It also differentiates itself by carefully exploring the issue of context-awareness (informed by the local context) for e-Government design and implementation, which has not been pursued in any publication in e-Government before, although it has been used in other information computational contexts. Therefore, the many theses within this book are concerned with e-Government design approaches, implementation policies and requirements, and monitoring dimensions need to be informed by the contextual characteristics in which they are implemented. This book contributes to the body of knowledge by presenting an in-depth analysis of a case of e-Government implementation. Therefore, this book has its facts backed by intermittent reference to an empirical study done in Zambia to accentuate issues in design, adoption, usage and monitoring of e-Government projects. The case articulates the methodological issues in the design and measurement of e-Government. The use of a combination of structural equation modelling (SEM), exploratory factor analysis (EFA) and advanced techniques such as principal component analysis (PCA) in investigating different aspects of e-Government in a developing country context has not been done in any previous research. The novel methodological nuances articulated in this book can go a long way toward understanding the factors explaining successful implementation of e-Government. Previous publications have used basic statistical approaches devoid of adequate scientific or statistical rigour such as descriptive statistics to arrive at factors influencing the success or failure of e-Government. Furthermore, this book contributes to the body of knowledge by emphasising the different dimensions and issues of the multidimensional perspectives of e-Government. The book explores tangible pointers for design and implementation of e-Government, giving it the thrust to potentially guide actual implementation of e-Government in African setups.

Abstract

For functioning well, the media need democracy as much as democracy needs the media. This is the starting point of this analysis of the delicate relation between the news media and democracy which is well defined in constitutional terms both in the European Convention on Human Rights and in national legislation. The relation is best described as social contract – to the benefit of freedom of speech and editorial independence, but also to sound governance of the state and other powerholders in society. Notably, different models of democracy correspond to different roles of the media. In any case, however, media policy is requested to respect media freedom. The Internet, as well as social and networked media require policy answers to challenges such as data protection, content blocking and surveillance. The authors conclude that media policy tools need to be developed along the all-digital media future.
