Abstract

In 2013, the government abolished the Canadian International Development Agency (CIDA), which had been Canada's flagship foreign aid agency for decades, and transferred its functions to the newly renamed Department of Foreign Affairs, Trade and Development (DFATD). As the government is rethinking Canadian aid and its relationship with other foreign policy and commercial objectives, the time is ripe to rethink Canadian aid more broadly. Edited by Stephen Brown, Molly den Heyer and David R. Black, this revised edition not only analyzes Canada's past development assistance, it also highlights important new opportunities in the context of the recent change in government. Designed to reach a variety of audiences, contributions by twenty scholars and experts in the field offer an incisive examination of Canada's record and initiatives in Canadian foreign aid, including its relatively recent emphasis on maternal and child health and on the extractive sector, as well as the longer-term engagement with state fragility.

Abstract in English* The promise of America Swiss foreign policy amidst the economic warfare of 1917-18 The book tells the dramatic history of the final two years of World War I, during which Switzerland was in between the fronts of the world powers. The surrounding struggle for global domination caused serious difficulties for the small state. Cut off from important food imports, resulting from the indiscriminate German submarine warfare, it turned for help to the USA. The pleas of a high-ranking “Swiss Mission” sent across the Atlantic were heeded: The USA supplied the landlocked country with grain thus averting famine. While America thus boosted its reputation, the German empire became more of a threat. Agitation increased when German agents were convicted in spy scandals and trials of bombers in Zurich. Despite German propaganda, the German empire was unable to maintain its influence in Switzerland. German diplomats, as representatives of the unpopular old order, were expelled from Switzerland when the Central Powers collapsed in the fall of 1918. The USA under President Woodrow Wilson was, in contrast, enthusiastically celebrated. This study, just barely one hundred years later, enables a new view of one of the most animated periods in Swiss history, offering an opportunity to reflect on the relation of this small country to the rest of the world.

Abstract

Malawi is among the few countries in sub-Saharan Africa that has witnessed significant improvements in relation to meeting the Millennium Development Goal (MDG) targets. It exhibits some of the main challenges facing African democracies while they attempt to consolidate the benefits of democratisation. Political Transition and Inclusive Development in Malawi critically analyses opportunities and constraints related to the impact of democracy on development in one of the world’s poorest countries. The book explores how, and to what extent, processes related to democratic and economic governance can be strengthened in order to make political and administrative authorities more responsive to development needs. It also considers characteristics of successful implementation of public policy and the effective and timely delivery of basic services in local contexts; increased citizen participation and dialogue with local government authorities; factors that enable civil society organisations to hold political and administrative officials to account; and better utilisation of academic research for improved evidence-based policy formulation and implementation. Abstract

This book addresses the peculiarities of the current presidential election system not yet addressed in other publications. It argues that any rules for electing a President that may have a chance to replace the current ones should provide an equal representation of states as equal members of the Union, and of the nation as a whole. This book analyzes the National Popular Vote plan and shows that this plan may violate the Supreme Court decisions on the equality of votes cast in statewide popular elections held to choose state electors. That is, the National Popular Vote plan may violate the Equal Protection Clause of the Fourteenth Amendment. The book proposes a new election system in which the will of the states and the will of the nation as a whole are determined by direct popular elections for President and Vice President in the 50 states and in D.C. This system a) would elect President a candidate who is the choice of both the nation as a whole and of the states as equal members of the Union, b) would let the current system elect a President only if the nation as a whole and the states as equal members of the Union fail to agree on a common candidate, and c) would encourage the candidates to campaign nationwide. The second edition has been updated to include a proposal on how to make established non-major party presidential candidates and independent candidates welcome participants in national televised presidential debates with the major-party candidates.
