Abstract

In recent years the leader of "Giustizia e Libertà" has been the focus of a renewed and extensive attention. The author reconstructs the itinerary of Carlo Rosselli, conducting the theoretical analysis in the light of the complexity of the historic context. From the years of the Great War to the exile in France, intellectual meditation and political commitment are inextricably entwined threads in the career of the Florentine antifascist. In the attempt to pinpoint the key passages of this unquiet quest, the book traces the stages of an evolving thought. A thought that was matured through critical comparison with liberal theory and Marxist doctrine, found inspiration in English socialism and conceived opposition to the Fascist regime as the grounds for a project of progressive democracy.

Abstract

Australia’s strategic depiction of China has assumed increased importance as it attempts to harmonise economic interests (focusing on China) with security interests (primarily the United States). In this period of strategic transition, how Australia incorporates the rise of China into its existing security commitment under ANZUS has become a delicate issue. Abstract

The global economic downturn that followed the collapse of major US financial institutions is no doubt the most significant crisis of our times. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash.&#xD;&#xD;In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such ‘framing contests’, and how their attempts to interpret the cascading events of the economic downturn were publicly received. Using systematic content analysis of speeches and media coverage, this volume offers a unique comparative assessment of public leadership in times of crisis.

Abstract

There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve ‘good governance’. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS.&#xD;&#xD;Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

Abstract

Focusing on the social democratic heartland of Western Europe, In search of social democracy gives the first detailed assessment of how the new social democratic revisionism has fared in government. The book begins by considering the causes of the end of social democracy’s golden age and the magnitude of the challenges faced by social democratic parties after the 1970s. It then examines detailed case studies of how particular social democratic parties responded to this changed political terrain. Finally, it contributes to a broader conversation about the future of social democracy by considering ways in which the political thought of ‘third way’ social democracy might be radicalised for the twenty-first century. The contributors offer a variety of perspectives, but are united by the conviction that the themes addressed in this book are crucial to determining the feasibility of more egalitarian and democratic social outcomes than have been possible in the era of neo-liberalism.

Abstract

Seit den 1990er Jahren durchläuft Entwicklungspolitik eine Wandlung. Die Frage bewaffneter Konflikte und Kriege in den Peripherien hat "Nachhaltigkeit" als neue und zentrale Problemstellung abgelöst. Dieser Prozess verläuft nicht bei allen Akteuren gleich. Vielmehr werden spezifische Rationalitäten von Steuerung sichtbar, die sich mit dem Foucault'schen Begriff der Gouvernementalität fassen lassen. In einem Vergleich der entwicklungspolitischen Praxis der USA und Deutschlands arbeitet diese Studie die Unterschiedlichkeiten der Konzepte und institutionellen Ausrichtungen heraus und analysiert deren Implementierung in Sri Lanka.

Abstract

Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source – the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today’s international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world’s track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas.
