Abstract

This book moves away from the common belief that Japan’s international relations are firmly the preserve of the national government in Japan’s highly centralised political system. Examining examples of subnational governments (SNGs) across Japan the book uncovers a significant and generally unrecognised development in Japanese politics: SNGs are ever more dynamic international actors as national borders ‘weaken’ across the world. Exploring what Japanese SNGs do, where they do it, and why, the book considers the implications of these factors for Japan’s international relations and domestic politics. By bringing to light the scope and consequences of the international actions of Japan’s SNGs, this book provides a more accurate and nuanced understanding of the country's foreign policy, at a time when it is pursuing a broader and more active profile in international affairs.

Abstract

Japan's China Policy understands Japan's foreign policy in terms of power - one of the most central concepts of political analysis. It contributes a fresh understanding to the subject by developing relational power as an analytical framework and by applying it to significant issues in Japan's China policy: the negotiations for a bilateral investment protection treaty and the disputed Pinnacle (Senkaku/Diaoyu) Islands. Hagström demonstrates that Japan exerted power over China in such divergent empirical settings for the most part by using civilian instruments positively, defensively and through non-action. Given that Japan's foreign policy is often portrayed rather enigmatically in terms of power, the unique contribution of Japan's China Policy is to demonstrate how to analyze power aspects of Japan's foreign policy in a more coherent fashion. Abstract

China's recent economic reforms have led to impressive growth, and an unprecedented enthusiasm for establishing foreign enterprises in China. Since 1993, China has been the second largest recipient of foreign direct investment in the world and is now considered to be the world's third biggest economy. Its greater economic integration with the rest of the world, especially since its accession to the World Trade Organisation (WTO), has further accelerated its market-oriented economic reforms. China is now opening its protected markets and beginning to submit to the rule of international law. This ongoing transition and increasing participation in the world economy has resulted in significant changes in human resource management and social welfare practices in China's enterprises. The book examines the key areas, all of which are linked, where China is grappling with institutional reforms as it opens up to the outside world: state-owned enterprise reform, capital markets and financial reform, human resources and labour market reform, social welfare reform, and China's accession to the WTO and the growth of the private sector.
