Abstract

The present volume offers to the reader a multi-faceted dialogue between noted experts from two major agricultural countries, both founding members of the Word Trade Organisation, each one with different stakes in the great globalisation game: France, the world's second-ranking exporter of agricultural products and headquarters of a number of very active agro-business companies; and India, crossing the one billion population mark while emerging from its traditional protectionism, and legitimately concerned about preserving the interests of its huge farming community and not falling victim to the profit logic of the multinational corporations. After providing the recent historical background of agricultural policies in India and France, the contributors address burning issues related to market and regulation, food security and food safety, the expected benefits from the WTO and the genuine problems raised by the new forms of international trade in agriculture, including the sensitive question of intellectual property rights in bio-technologies. Whatever the differences between the two countries, and eventually their conflict of interests, this informed volume underlines the necessity of moving beyond the North-South divide, in order to address the real challenges of the future; a fair global order in a sector vital for the world, the multi-functionality of agriculture, the access for all to secure and safe food, the preservation of common goods and the ethical dimension of science and technology.

Abstract

From October 2006, India holds the Chair of the Mekong-Ganga Cooperation Initiative (MGCI). Cambodia and Thailand have held this position for three years each before India, and in that order. MGCI was launched on 10th November 2000 in Vientiane (Laos) and aims at rekindling the cultural links between India and the five riparian states of the Mekong River, namely, Cambodia, Laos, Myanmar, Thailand and Viet Nam. It is from here that India seeks to strengthen connectivity through building the physical and social infrastructure in these countries. This includes roads, rails, air links and information and communication technologies as also education, culture, and imparting skills in development management and other technical areas. It is only with a robust engagement of this nature that MGCI may evolve a lasting socio-political and economic partnership with this region and take it further in enhancing India's military and strategic equations with these countries. India has taken scores of major initiatives under the MGCI and this newfound enthusiasm has also provided a boost to India's bilateral relations with each country. As this study shows, the results, however, remain a mixed bag and India needs to accelerate its footwork to implement its grand vision and to keep pace with other major stakeholders in this region. In particular, progress made by China has been far too rapid and this has put China in the lead and this remains a subject of debate both inside and outside the Mekong region.

Abstract

Fluctuante et protéiforme, la culture peut être source de conflit autant que d’identification, riche de ses influences ou bien porteuse d’une mémoire difficile à révéler. Ce volume, au travers de huit textes pluridisciplinaires, porte un regard sur cet espace de jonction et d’articulation entre art et patrimoine qui compose la culture. Les croisements ne se font jamais sans heurts ni frictions ; ils sont également le creuset de nouvelles narrations, qui rendent singulière chaque histoire. Par le biais des deux entités que sont les processus de patrimonialisation et les pratiques de la création artistique, le présent ouvrage traite des questions de mondialisation, d’adoption ou de rejet des influences ainsi que des rapports de domination Nord-Sud. Il montre également comment certains territoires désemparés, par le prisme des arts et des actions collectives, sont ré-imaginés et patrimonialisés. Tout cela ne va pas sans opérer des choix destinés à constituer et à colporter une histoire, une mémoire. Cette conservation des sources mémorielles ne pourrait exister sans les institutions ni les musées qui, pour servir un discours, sélectionnent, exposent ou, au contraire, occultent. Mais que penser de la constitution de patrimoines quand ils sont le fruit d’une amnésie sélective ?
