Abstract

This Open Access biography chronicles the life and achievements of the Norwegian engineer and physicist Rolf Widerøe. Readers who meet him in the pages of this book will wonder why he isn't better known. The first of Widerøe's many pioneering contributions in the field of accelerator physics was the betatron, the second, the linear accelerator, both summarized in a 27 page PhD. The betatron revolutionized the fields of cancer treatment through radiation therapy and also nondestructive testing; hospitals worldwide installed Widerøe's machine and today’s modern radiation treatment equipment is based on his inventions. The most recent renaissance of the linac provides unprecedented x-ray intensities at Free Electron Laser (FEL) facilities in operation and construction worldwide. . Widerøe’s story also includes a fair share of drama, particularly during World War II when both Germans and the Allies vied for his collaboration. Widerøe held leading positions in multinational industry groups and was one of the consultants for building the world's largest nuclear laboratory, CERN, in Switzerland. He gained over 200 patents, received several honorary doctorates and a number of international awards. The author, a professional writer and maker of TV documentaries, has gained access to hitherto restricted archives in several countries, which provided a wealth of new material and insights, in particular in relation to the war years. She tells here a gripping and illuminating story.

Abstract

This open access book considers the potential setup for a future Multilateral Investment Court (MIC). The option of an MIC was first discussed by the EU Commission in 2016 and has since been made an official element of the EU Common Commercial Policy. In 2017, UNCITRAL also decided to discuss the possibility of an MIC, and on 20 March 2018, the Council of the EU gave the EU Commission the mandate to negotiate the creation of an MIC. The “feasibility study” presented here is intended to contribute to a broader discussion on the options for a new international court specialized in investment protection. The cornerstones of such a new permanent court are a strict orientation on the rule of law, reduced costs of investment protection, transparency considerations, aspects of consistency in case law, and the effective enforceability of MIC decisions.

Abstract

This open access book captures and elaborates on the skill of storytelling as one of the distinct leadership features of Xi Jinping, the General Secretary of the Communist Party of China and the President of the People’s Republic of China. It gathers the stories included in Xi’s speeches on various occasions, where they conveyed the essence of China’s history and culture, its reform and development, and the principles of China’s participating in global governance and cooperating with other countries to build a community of common destiny. The respective stories not only convey abstract and profound concepts of governance in comparatively straightforward language, but also create an immediate emotional connection between the narrator and the listener. In addition to the original stories, extensive additional materials are provided to convey the original context in which each was told, including when and to whom Xi told it, helping readers attain a deeper, intuitive understanding of their relevance.

Abstract

This open access book brings together narratives of inbound and outbound expatriate entrepreneurship in Japan to provide a comprehensive overview of international entrepreneurship in the region. Through in-depth interviews with expatriate entrepreneurs, policymakers, and additional stakeholders it provides the reader with a solid understanding of the current landscape of international entrepreneurship as it relates to Japan and the challenges for policymakers. The topics addressed in this book include definitions of expatriate entrepreneurship, entrepreneurship policy development and implementation, concepts of mindset, cultural brokerage, community, and identity as they relate to Japanese self-initiated expatriate entrepreneurs working in South East Asia and to non-Japanese self-initiated expatriate entrepreneurs working in Japan. Additionally, the book provides an overview of issues connected to regional development and economic growth in Asia. Illustrated through carefully chosen cases from Japan, Myanmar, Thailand, Cambodia, Vietnam, and Indonesia and developed by connecting these cases to policy and interdisciplinary studies, this book is highly recommended to scholars, policymakers and practitioners who seek an in-depth and up-to-date integrated overview of the field of expatriate entrepreneurship in Asia.

Abstract

This Open Access book, building on research initiated by scholars from the Leiden-Delft-Erasmus Centre for Global Heritage and Development (CHGD) and ICOMOS Netherlands, presents multidisciplinary research that connects water to heritage. Through twenty-one chapters it explores landscapes, cities, engineering structures and buildings from around the world. It describes how people have actively shaped the course, form and function of water for human settlement and the development of civilizations, establishing socio-economic structures, policies and cultures; a rich world of narratives, laws and practices; and an extensive network of infrastructure, buildings and urban form. The book is organized in five thematic sections that link practices of the past to the design of the present and visions of the future: part I discusses drinking water management; part II addresses water use in agriculture; part III explores water management for land reclamation and defense; part IV examines river and coastal planning; and part V focuses on port cities and waterfront regeneration. Today, the many complex systems of the past are necessarily the basis for new systems that both preserve the past and manage water today: policy makers and designers can work together to recognize and build on the traditional knowledge and skills that old structure embody. This book argues that there is a need for a common agenda and an integrated policy that addresses the preservation, transformation and adaptive reuse of historic water-related structures. Throughout, it imagines how such efforts will help us develop sustainable futures for cities, landscapes and bodies of water. ; Crosses regional and national boundaries to meet global challenges Proposes an integrated policy on preservation, transformation and adaptive reuse of water-related structures Offers tools to facilitate collaboration among stakeholders Open Access book

Abstract

Libraries are places of learning and knowledge creation. Over the last two decades, digital technology—and the changes that came with it—have accelerated this transformation to a point where evolution starts to become a revolution. The wider Open Science movement, and Open Access in particular, is one of these changes and is already having a profound impact. Under the subscription model, the role of libraries was to buy or license content on behalf of their users and then act as gatekeepers to regulate access on behalf of rights holders. In a world where all research is open, the role of the library is shifting from licensing and disseminating to facilitating and supporting the publishing process itself. This requires a fundamental shift in terms of structures, tasks, and skills. It also changes the idea of a library’s collection. Under the subscription model, contemporary collections largely equal content bought from publishers. Under an open model, the collection is more likely to be the content created by the users of the library (researchers, staff, students, etc.), content that is now curated by the library.Instead of selecting external content, libraries have to understand the content created by their own users and help them to make it publicly available—be it through a local repository, payment of article processing charges, or through advice and guidance. Arguably, this is an overly simplified model that leaves aside special collections and other areas. Even so, it highlights the changes that research libraries are undergoing, changes that are likely to accelerate as a result of initiatives such as Plan S.This Special Issue investigates some of the changes in today’s library services that relate to open access.

Abstract

If Hardin’s (1968) widely cited case of a pasture accessible to everyone were the standard for public natural resources, those resources would have the tendency to be depleted, degraded, destroyed or overexploited. Hardin explains that each herdsman found it more profitable to graze more animals than the pasture could support, since each took all the profit from an extra animal but bore only a fraction of the cost of overgrazing. Yet, what Hardin calls a “Tragedy of the Commons” is rather a “Tragedy of Open Access” (Feeny et al., 1990), since Hardin confuses the characteristics of a resource, such as low excludability and high rivalry in consumption, with its property rights regime which can take diverse forms. Hardin describes an open access system, meaning no rules and no property rights regime in place, that leads to overuse and degradation, instead of a resource that is held in common. Later, Hardin (1994) refers to the same case as an “unmanaged commons”. With his pasture example, he aimed to contradict the laissez-faire attitude shared by economists in the late 1800s, which was that if each man pursued his own interest then the interests of all would be best served in the long run.To motivate this chapter, I will recall four possible methods of natural resource management that can resolve this tragedy. I will also highlight the fourth, often overlooked approach, i.e. the public manager option. In fact, there is a continuum between the two polar ends of the spectrum, from governance enacted by a single central authority to a fully decentralized system of individual decision making. Between these two extremes lies a range of governance regimes that might involve higher levels of government along with local systems (Theesfeld, 2008a; Frey et al., 2016).

Abstract

Available Open Access under CC-BY-NC licence. How can Archaeology help us understand our contemporary world? This ground-breaking book reflects on material, visual and digital culture from the Calais “Jungle” – the informal camp where, before its destruction in October 2016, more than 10,000 displaced people lived. LANDE: The Calais 'Jungle' and Beyond reassesses how we understand ‘crisis’, activism, and the infrastructure of national borders in Refugee and Forced Migration Studies, foregrounding the politics of environments, time, and the ongoing legacies of empire. Introducing a major collaborative exhibit at Oxford’s Pitt Rivers Museum, the book argues that an anthropological focus on duration, impermanence and traces of the most recent past can recentre the ongoing human experiences of displacement in Europe today.

Abstract

This chapter describes the evolution of Responsible Innovation (RI) and Responsible Research and Innovation (RRI) as two significant discourses emerging over the last decade. RI is a discourse with strong academic roots. Anchored in a future-oriented notion of responsibility, it envisions the integration and embedding of capacities for anticipation, reflexivity, inclusive deliberation and responsiveness in and around the processes of innovation and techno-visionary science aimed at this. RRI emerged in contrast as a policy discourse from the European Commission’s Science in Society programme. While its early formulation shared much with the discourse of RI, over time it has become more instrumentally and prosaically framed around a package of five ‘EC RRI’ keys – gender, ethics, public engagement, open access and science education. After analysing and critiquing the main features of these discourses we consider their translation into policy and practice, before concluding with research gaps for future study.
