No ano em que se celebra o décimo quinto aniversário do programa de doutoramento em Política Internacional e Resolução de Conflitos (PIRC), este livro recolhe contributos dos/as nove primeiros/as doutores/as nele formados/as. Os ensaios agora publicados são sínteses das teses de doutoramento defendidas no programa e dão nota, por isso, do património de reflexão inicial construído neste contexto e que, desde então, tem vindo a ser acrescentado e aprofundado temática e metodologicamente. Através destes nove estudos, é partilhada com a comunidade de leitores uma leitura do mundo que tem a construção de uma paz multidimensional como seu foco e que exprime os caminhos percorridos nos primeiros quinze anos por este laboratório de debate e de reflexão que é o Doutoramento PIRC. Expressando a pluralidade de abordagens que é assumida por este programa doutoral, este conjunto de estudos adota ângulos diversos de abordagem da centralidade dessa paz exigente e multidimensional no sistema internacional contemporâneo.

This book outlines challenges to the effective operation of Regional Economic Communities (RECs) with regards to peacebuilding in Africa. Critically examining these issues from an interdisciplinary perspective, with a focus on comparative analysis of the status, role, and performances of the Economic Community of West African States (ECOWAS) and Intergovernmental Authority on Development (IGAD), it examines particular constraints to their effective participation in regional initiatives. Focussing on inadequate technical capabilities, the complicity of state and non-state actors in conflicts within a region, the domestic politics of member states, it additionally pans out to address related theories and practices of peacekeeping, security, development, and the peacebuilding nexus. It also engages provisioning, regionalism and regional peacekeeping interventions, the legal and institutional framework of RECs, and civil society and peacebuilding. Fundamentally, the book asks how effective the alliances and partnerships are in promoting regional peace and security and how much they are compromised by the intervention of external powers and actors, exploring new ideas and actions that may strengthen capacities to address the peacebuilding challenges on the continent effectively. This book will be of key interest to scholars and students of African politics and studies, peace and security studies, regionalism studies, policy practitioners in the field of African peacebuilding, and more broadly to international relations.

The Women, Peace and Security (WPS) agenda, associated with the United Nations Security Council resolutions of a similar name, is widely recognized as the most significant and wide- reaching global framework for advancing gender equality in military affairs, conflict resolution and security governance. The first of these resolutions, UN Security Council Resolution (UNSCR) 1325, bound the international community to ensure, among other provisions, greater participation of women in decision making in national, regional and international institutions; their further involvement in peacekeeping, field operations, mission consultation and peace negotiations; increased funds and other support to the gender work of UN entities; enhanced state commitments to the human rights of women and girls and the protection of those rights under international law; the introduction of special measures against sexual violence in armed conflict; and due consideration to the experiences and needs of women and girls in humanitarian, refugee, disarmament and postconflict settings."
