Abstract

Libraries are places of learning and knowledge creation. Over the last two decades, digital technology—and the changes that came with it—have accelerated this transformation to a point where evolution starts to become a revolution.The wider Open Science movement, and Open Access in particular, is one of these changes and is already having a profound impact. Under the subscription model, the role of libraries was to buy or license content on behalf of their users and then act as gatekeepers to regulate access on behalf of rights holders. In a world where all research is open, the role of the library is shifting from licensing and disseminating to facilitating and supporting the publishing process itself.This requires a fundamental shift in terms of structures, tasks, and skills. It also changes the idea of a library’s collection. Under the subscription model, contemporary collections largely equal content bought from publishers. Under an open model, the collection is more likely to be the content created by the users of the library (researchers, staff, students, etc.), content that is now curated by the library.Instead of selecting external content, libraries have to understand the content created by their own users and help them to make it publicly available—be it through a local repository, payment of article processing charges, or through advice and guidance. Arguably, this is an overly simplified model that leaves aside special collections and other areas. Even so, it highlights the changes that research libraries are undergoing, changes that are likely to accelerate as a result of initiatives such as Plan S.This Special Issue investigates some of the changes in today’s library services that relate to open access.

Abstract

If Hardin’s (1968) widely cited case of a pasture accessible to everyone were the standard for public natural resources, those resources would have the tendency to be depleted, degraded, destroyed or overexploited. Hardin explains that each herdsman found it more profitable to graze more animals than the pasture could support, since each took all the profit from an extra animal but bore only a fraction of the cost of overgrazing. Yet, what Hardin calls a “Tragedy of the Commons” is rather a “Tragedy of Open Access” (Feeny et al., 1990), since Hardin confuses the characteristics of a resource, such as low excludability and high rivalry in consumption, with its property rights regime which can take diverse forms. Hardin describes an open access system, meaning no rules and no property rights regime in place, that leads to overuse and degradation, instead of a resource that is held in common. Later, Hardin (1994) refers to the same case as an “unmanaged commons”. With his pasture example, he aimed to contradict the laissez-faire attitude shared by economists in the late 1800s, which was that if each man pursued his own interest then the interests of all would be best served in the long run.&#xD;To motivate this chapter, I will recall four possible methods of natural resource management that can resolve this tragedy. I will also highlight the fourth, often overlooked approach, i.e. the public manager option. In fact, there is a continuum between the two polar ends of the spectrum, from governance enacted by a single central authority to a fully decentralized system of individual decision making. Between these two extremes lies a range of governance regimes that might involve higher levels of government along with local systems (Theesfeld, 2008a; Frey et al., 2016).

LANDE: The Calais 'Jungle' and Beyond reassesses how we understand ‘crisis’, activism, and the infrastructure of national borders in Refugee and Forced Migration Studies, foregrounding the politics of environments, time, and the ongoing legacies of empire. Introducing a major collaborative exhibit at Oxford’s Pitt Rivers Museum, the book argues that an anthropological focus on duration, impermanence and traces of the most recent past can recentre the ongoing human experiences of displacement in Europe today.&#xD;

Abstract

This chapter describes the evolution of Responsible Innovation (RI) and Responsible Research and Innovation (RRI) as two significant discourses emerging over the last decade. RI is a discourse with strong academic roots. Anchored in a future-oriented notion of responsibility, it envisions the integration and embedding of capacities for anticipation, reflexivity, inclusive deliberation and responsiveness in and around the processes of innovation and techno-visionary science aimed at this. RRI emerged in contrast as a policy discourse from the European Commission’s Science in Society programme. While its early formulation shared much with the discourse of RI, over time it has become more instrumentally and prosaically framed around a package of five ‘EC RRI’ keys – gender, ethics, public engagement, open access and science education. After analysing and critiquing the main features of these discourses we consider their translation into policy and practice, before concluding with research gaps for future study.

Abstract

The question of sustainability in the open access movement has been widely debated, yet satisfactory answers have yet to be generated: How do we move from an approach entirely based on temporary projects to an approach based on community-based sustainable infrastructure? What kinds of social and technical infrastructures could support the Knowledge Commons? What values and services are being delivered, by which stakeholders, and for whom? What governance and financial models are possible? Given the global nature of scholarly communication, how do we ensure that the designs of the Commons are inclusive of voices from the global South? This volume collects nine selected papers presented at ELPUB2018 Conference in June 2018 in Toronto. Each paper was carefully selected, reviewed and edited to bring to an international audience the latest contributions from researchers and experts in the field. In addition to the technical issues related to interoperability of systems, research workflow, content preservation, and other services, the selected papers address the design and implementation of a community-based research communication infrastructure. ELPUB Conference has featured research results in various aspects of digital publishing for over two decades, involving a diverse international community of librarians, developers, publishers, entrepreneurs, administrators and researchers across the disciplines in the sciences and the humanities.

Abstract

"In October 1998, on the occasion of the first conference on design education, Richard Buchanan, then Director of The School of Design at Carnegie Mellon University, envisioned doctoral education in Design as a ""neoteric enterprise"", aimed at finding novel ways of addressing the new problems, ""thereby creating a new body of learning and knowledge"". Twenty years after, these words can still be shared: the new problems affecting our globalised, bewildered and worried society are growing in numbers and in complexity, and novel ways of sorting them out are more sought-after than ever.&#xD;The present book is part of a series that, since 2017, documents the production of the Politecnico di Milano Design Programme, presenting a summary of the doctoral theses defended each year. Eleven essays are here gathered into four sections: Design Education; Collaborative Processes; Cultural and Creative Companies; Technology for Social Change. In the variety of the researched topics, a common trait can be found in the continuous need of updated ways of addressing complex problems. It is such need that drives the evolving boundaries of design research forward, not just within our Doctoral Programme, but within all the national and international Doctoral Programmes in Design we are acquainted with."&#xD;

Abstract

Young pre-teens attending junior high schools are going through a very delicate period: they are not just engaged in a new and more complex school career but they are also engaged in their daily tasks of training and negotiating their identities and their roles in the different peer groups. This complex scenario is expanded by their first experiences, far from the eyes of adults, with technologies: tools that add, on the relational universe just described, an existential dimension that opens up new forms of communication mediated by digital contexts. Do technologies have an influence between on the relational dynamics that take place between students and their peers and between students and teachers? Which kind of influence? What dynamics are involved? What kind of technology is at stake? Is there a relationship of influence between the relationships mediated by the digital contexts and the social climate of a learning environment? What kind of influence? How much do students rely on digital-enriched relationships to satisfy their relationship needs? What perception do students and teachers have of relational dynamics mediated by digital contexts? And what role do they give to the school in this problem? To try to provide an answer to these questions, the volume presents a phenomenology of the witness of 21 teachers and 365 boys and girls belonging to two Italian and two French schools.&#xD;
