About the publicationCourt rooms are frightening places for anyone testifying. Even adults are fearful about giving evidence in front of magistrates and judges, and about being questioned by prosecutors and defence lawyers. Imagine how much more scary that must be for a child. Even worse, in sexual offences children have to talk about embarrassing things, for which they do not even have an adequate or accurate vocabulary. South African law has excellent provisions which allow children to testify via intermediaries and in separate rooms, so that they need not encounter the offender. But this is only as good as the provisioning allows. In the 2009 case of Director of Public Prosecutions v the Minister of Justice and Constitutional Development, the Court laid emphasis on these special arrangements, and at the time directed the Minister of Justice to place a report before the Constitutional Court on the readiness of the courts to provide the specialised services. Five years on, this report looks at the statistical evidence that is currently available, coupled with empirical evidence gathered from visits to sexual offences court, to determine how much progress has been made towards the goal of children being able to testify in a safe, child-friendly environment.About the authors:The Centre for Child Law was established in 1998 and is based in the Faculty of Law at the University of Pretoria. Volume 1 "Policy Changes and Challenges" takes as its central theme the ongoing and challenging issues which child protection agencies have to address and the policy and practice initiatives that are developed to try and address these. The volume includes papers on: the relationship between the decline in the rate of ‘unnatural’ deaths and the growth of concern about child abuse in the USA between 1940 and 2005; mandatory reporting; the balance between providing urgent intervention and meeting chronic need; risk and the Public Law Outline in England; the nature and implications of ‘child centred’ policies; the impact of intimate partner and family violence; the intended and unintended consequences of high profile child abuse scandals; developing multi-disciplinary team work in a health setting; and the possibilities of technology-based innovations in prevention programmes.

Abstract

Volume 2 "Issues in Child Welfare" is primarily concerned with how best to respond to maltreatment ‘within’ the family and hence has a range of papers which are much more concerned with the area of policy and practice more traditionally framed in terms of ‘child welfare’ and social work with children and families. It also includes a paper on how to respond to child maltreatment and neglect in a large hospital context.

Volume 3 "Broadening Challenges in Child Protection" takes a somewhat broader brief and reflects many of the changes over the past twenty five years in terms of the broadening of concerns from maltreatment within the family to maltreatment in a variety of extra-familial contexts, including: sport, the internet, various institutional settings and is much more concerned with sexual abuse and the challenges for criminal justice and public protection.

Abstract

This edited collection explores the background and implementation of the Nordic Barnahus (or 'Children's House') model – recognised as one of the most important reforms related to children who are the victims of crime in the Nordic region. This book discusses both its potential to affect change and the challenges facing it. The model was introduced as a response to a growing recognition of the need for more integrated and child-centred services for children exposed to violence and sexual abuse. In the Barnahus structure, different professions work together to ensure that victimized children receive help and treatment and that their legal rights are met. This original study is organised into four broad themes: child-friendliness, support and treatment; the forensic child investigative interview; children’s rights perspectives; and interagency collaboration and professional autonomy. Each themed section includes in-depth chapters from different Nordic countries, outlining and analysing the practice and outcomes of the collaborative work engaged in by Barnahus from different perspectives. The introductory and concluding chapters offer a comparative lens useful for policy and practice implementation within the Nordic welfare state context and beyond, ensuring this book has global academic and practical appeal.

About the publicationDilapidated public school infrastructure can be found across the country, but the problem is particularly acute in the Eastern Cape where the majority of the so called 'mud schools' are located. On 04 February 2011, following court action on the issue of mud schools, the Legal Resources Centre, acting on behalf of 7 schools and the Centre for Child Law, concluded a landmark settlement with the National Department of Basic Education in which the Department committed to spend R8.2-billion from 1 April 2011 to 1 March 2014 to eradicate mud schools and improve infrastructure of schools throughout South Africa.The Centre for Child Law commissioned Cornerstone Economic Research, to track school infrastructure spending and delivery. The aim of the research was to assess what progress has been made in addressing the issues that brought about the litigation. This study, amongst other things, makes the concerning finding that the Department has woefully underspent the allocated school infrastructure funding for two years running. The target for the number of schools to be built in 2011/2012 and 2012/2013 was 49. However, only 10 schools had been completed at the end of the first year.About the authors:Carmen Abdoll has experience in public sector finance management, budget analysis, and various tax policy issues, including issues related to value-added tax, excise duties and all sub-national taxes. She has also worked on various projects related to the structure of the intergovernmental fiscal system in South Africa. Carmen has a particular interest in policy and services impacting on the lives of orphan children.Conrad Barberton is a development economist, policy researcher and trainer. Abstract

Developmental neuroscience research is on the cusp of unprecedented advances in the understanding of how variations in brain structure and function within neural circuits confer risk for symptoms of childhood psychiatric disorders. Novel dimensional approaches to illness classification, the availability of non-invasive, diverse and increasingly sophisticated methods to measure brain structure and function in humans in vivo, and advances in genetics, animal model and multimodal research now place brain-based biomarkers within reach in the field of psychiatry. These advances hold great promise for moving neuroscience research into the clinical realm. One exciting new area of translational research in child and adolescent psychiatry, is in the use of a variety of neuroscience research tools to track brain response to clinical intervention. Examples of this include: using longitudinal neuroimaging techniques to track changes in white matter microstructure following a training intervention for children with poor reading skills, or using functional imaging to compare brain activity before and after children with bipolar disorder begin taking psychotropic medication treatment. Brain stimulation is another cutting-edge research area where brain response to therapeutic intervention can be closely tracked with electroencephalography or other brain imaging modalities. Research using neuroscience tools to track brain response to clinical interventions is beginning to yield novel insights into the etiopathogenesis of psychiatric illness, and is providing preliminary feedback around how therapeutic interventions work in the brain to bring about symptom improvement. Using these novel approaches, neuroscience research may soon move into the clinical realm to target early pathophysiology, and tailor treatments to both individuals and specific neurodevelopmental trajectories, in an effort to alter the course of development and mitigate risk for a lifetime of morbidity and ineffective treatments. Excitement and progress in these areas must be tempered with safety and ethical considerations for these vulnerable populations. This research topic focuses on efforts to use neuroscience research tools to identify brain-based biomarkers of therapeutic response in child and adolescent psychiatry.

Abstract

This open access book develops a theoretical concept of teaching that is relevant to early childhood education, and based on children’s learning and development through play. It discusses theoretical premises and research on playing and learning, and proposes the development of play-responsive didaktik. It examines the processes and products of learning and development, teaching and its phylogenetic and ontogenetic development, as well as the ‘what’ of learning and didaktik. Next, it explores the actions, objects and meaning of play and provides insight into the diversity of beliefs about the practices of play. The book presents ideas on how combined research and development projects can be carried out, providing incentive and a model for practice development and research. The second part of the book consists of empirical studies on teacher’s playing skills and examples of play with very young as well as older children.

Abstract

This booklet has been prepared by the Centre for Child Law, Faculty of Law, University of Pretoria. In 2018, the Centre for Child Law celebrates 20 Years of strategic litigation, research and advocacy in order to advance child law and children’s rights in South Africa. The United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child have played an important role in shaping children’s rights jurisprudence in South Africa. This booklet is accompanied by a flash drive that contains a number of General Comments issued by the UN Committee on the Rights of the Child and the African Committee of Experts on the Rights and Welfare of the Child. This is an updatable resource – as the Committees produce future General Comments and issue views arising from their communications procedures, the new documents can be added to the flash drive, allowing this small compendium to grow as the jurisprudence expands.

Injuries are among the leading causes of child morbidity and mortality worldwide [1]. Because injuries typically are incurred by healthy children engaging in daily activities, they can be particularly devastating to the injured child and his or her family, disrupting otherwise mentally and physically healthy lives with tragic short- and long-term consequences. Despite the implication of the lay term “accident”, injuries are preventable.
